The Opportunity  

Abt Associates seeks a Safety and Security Manager (SSM) for the anticipated 5-year USAID (U.S. Agency for International Development)/Ukraine Harvest Activity. This Activity aims to enable supported male and female grain and oilseed farmers, including those from marginalized and underserved groups, to return production and income for target commodities to at least pre-war levels while improving production efficiency and profitability and will position farmers to market their crops more successfully and profitably in the war-affected context. 

The Safety and Security Manager will report directly to the project’s Chief of Party (COP). Under the technical oversight of, and in collaboration with, Abt’s Global Security Office (GSO), the SSM will lead a comprehensive security and risk management system for Harvest. 

The position will be based in Ukraine and is contingent upon project award to Abt Associates. 

Core Responsibilities 

  • Ensure compliance with the requirements set forth in Abt’s Global Safety and Security Policy, supporting procedures, and the project’s security management plan. 
  • Liaise with, and provide regular reports to, the COP and GSO. 
  • Lead the implementation of a comprehensive and effective project-specific security and risk management system. 
  • Maintain awareness of the security environment and inform COP, Ukraine office leadership and the GSO of significant events and trends. 
  • Strengthen mechanisms and networks to effectively gather and analyze information about the security environment. 
  • Build active networks and lead safety and security related engagement with partners, contractor organizations, embassies, INGOs, law enforcement and military organizations, and community representatives. 
  • Develop and maintain all assessments, plans, and protocols relating to safety and security – to include security risk assessments and security management plans – for the project. 
  • Participate in the project’s security management team. 
  • Manage and oversee a comprehensive safety and security orientation and training program. 
  • Establish and maintain comprehensive travel and journey management systems. 
  • Participate in the recruitment and selection of drivers and operations support staff. 
  • Manage guards and other security personnel employed or contracted by the project. 
  • Report safety and security incidents to the COP and GSO and, as appropriate, the project client. 

What We Value 

  • Bachelor’s degree with at least 9 years of relevant experience in the security field or equivalent combination of comparable training and experience. 
  • Demonstrated ability to manage and supervise security staff and security initiatives in Ukraine. 
  • Experience supporting United States Agency for International Development (USAID), or other donor-funded programs is preferred. 
  • Knowledge of humanitarian and development practices in Ukraine is preferred. 
  • Written and spoken English and Ukrainian proficiency is required. 
  • Ukrainian nationals are strongly encouraged to apply.
