Chief of Party 

The Chief of Party (COP) will be the primary point of contact with USAID/Ukraine on the day-to-day implementation of the contract and be responsible for overall leadership and in-country management of the activity. The COP is responsible for facilitating communication and close coordination with all stakeholders of the activity. The COP is the final authority for the Contractor on management issues including staff, logistics, and financial management. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid re-prioritization of activities when necessary. Additional responsibilities include:

  • In conjunction with partners, helps establish the vision for activity, and ensures timely work plan implementation across all objectives and achievement of contractual results and deliverables;
  • Oversees development and implementation of monitoring, evaluation, and learning plan;
  • Serves as the principal point of contact with USAID, GOU counterparts, and additional activity stakeholders on activity communications and implementation of tasks;
  • Oversees all financial and administrative matters, including ensuring adherence to USAID and DAI rules and regulations;
  • Provides timely and accurate reporting to USAID on all program areas; and
  • Ensures coordination with other USAID and donor-funded projects operating in Ukraine, to identify areas of collaboration and potential synergies.

Minimum Qualifications

  • An advanced degree in international development, social and/or information science, law, public administration, or related area;
  • At least five years of experience managing donor-funded programs;
  • Experience in Ukraine and/or the former Soviet Union is preferred;
  • Experience managing technology and/or cybersecurity focused projects or programs;
  • Ability to be flexible, adaptable, collaborative, and creative;
  • Experience operating complex programs in a dynamic working environment, with multiple partners and managing teams of at least ten people;
  • Experience building relationships and working effectively with senior host-country counterparts to enact reforms; and
  • Fluency in English is required; proficiency in Russian or Ukrainian is desired.
