The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by Tetra Tech, a leading consulting firm based in the United States. 

USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose

Tetra Tech has an opportunity for a Digital Communications Manager who will support ESP activities to develop and implement effective national, regional, and local project communication strategies. The Digital Communications Manager will help with social media and media promotion of project activities and work with partners/vendors to ensure the compliance of media materials with USAID regulations. The Digital Communications Manager will also contribute to program planning, design, and reporting. This is a full-time position for the period of 1 year with the possibility of an extension for another term. This is Kyiv Office based position, Ukraine. Learn more about the ESP project here.

Position responsibilities: 

Content development and digital platforms

  • Develop and implement the Project’s social media content plan based on relevant weekly reports and plans. Work closely with the ESP Communication Team, technical teams, and the ESP subcontractor to prepare it in a timely fashion.
  • Manage the Project’s continuous dual-language (Ukrainian and English) digital presence on social media and the web (with a specific focus on Facebook, LinkedIn, YouTube and the Project’s website), with the focus on written content creation and visualization (including coordination of graphics creation with and in-house and an outsourced designer).
  • Review and proofread, ensure content translation and editing by native speakers, obtain any necessary intra-team and leadership clearances for all content before publishing.
  • Monitor ESP’s social media incoming messages, comments, and other relevant conversations, draft answers and get them cleared with the technical and/or communications team. As appropriate and with adequate input from technical staff, answer questions from online audiences promptly, in compliance with the best USAID Ukraine and ESP practice.
  • Monitor, clear, and catalog notable comments and reposts on social media accounts of the ESP’s beneficiaries and key partners, which contribute to reinforcing the ESP’s key messages and highlighting USAID Ukraine/ESP contribution/assistance.
  • Based on social media and website analytics provided by the ESP’s subcontractor, make recommendations on ESP’s social media activities and implement them jointly with the ESP Communications Team.
  • Stay up to date on social media trends and apply them to the Project’s social media pages where relevant.
  • Ensure the Project’s website runs smoothly and is regularly updated, utilizing the assistance of the ESP subcontractor.
  • Contribute to the implementation of the ESP Communication Strategy and its Implementation Plan.
  • Understand and apply USAID branding and marking rules, complementing it with ESP’s visual identity.
  • Ensure reposts or cross-posting of the content when asked by the USAID Ukraine DOC.
  • Contribute to the development of social media posts, complementing specific activities or outreach campaigns requested by the USAID Ukraine DOC.
  • Monitor, plan, and execute the public outreach activities and materials of the Project’s Electricity Team in cooperation with other ESP Communication
  • Team members, and Project’s subcontractors.
  • Other related tasks, as assigned.

Event/Outreach

  • In consultation/coordination with the Communications Team Management and technical and leadership staff, lead on the conceptualization, planning, and execution of a wide variety of online and offline events that support the overall objectives of the Project and the specific sub-tasks itemized in the
  • Annual Work Plan, particularly for the Project’s Electricity Team.
  • This includes, but is not limited to, establishing the strategic purpose, defining the target audiences, envisioning the most appropriate, results-oriented, and cost-effective “design,” working collaboratively to set the agenda (moderator, speakers, panelists, topics to be covered, etc.); working with the graphic designer to create and produce banners, step-and-repeats, pull-up banners, hand-outs, etc.; creating tic toc and other planning and management documents; and complete management of live events where specialist is on-site; creation of after-action reports if required;
  • Coordinate and provide support on the production of event materials and presentations, drafting talking points, and coordinating the pre/post-event articles/social media posts. Work closely with the technical writer on content development.
  • Coordinate team members in pre-drafting and clearing posts.
  • Other related tasks, as assigned.

Minimum qualifications: 

  • Bachelor’s degree in communications/journalism/international relations or a related field.
  • Two years of relevant experience in communications activities with international organizations.
  • Strong experience in social media management (Facebook – Meta Business Suite, LinkedIn, YouTube), good understanding of targeting and trends in SMM and content development, features of working with YouTube.
  • Experience in website content management (WordPress).
  • Strong experience in developing communication materials (social media posts, press releases, articles, newsletters, infographics, etc.).
  • Prior experience with USAID-funded or other international organization projects and familiarity with USAID communications policies.
  • Fluency in English and Ukrainian.

Preferred qualifications:

  • Master’s degrees in communications/journalism/international relations or a related field.
  • Interest in key public policy issues, including energy sector changes and reforms; previous experience in communications in the energy sector is an advantage.
  • Highly motivated, energetic, independent and self-starter.
  • Strong communication and copywriting skills – both oral and written.
  • Perfect familiarity with online editor tools, the use of them.
