PwC is looking for 4 consultants – experts in IGIF – Integrated Geospatial Information Framework.
Qualifications and skills
Higher education – possessing bachelor or master degree within geography, land surveying, geomatics, economics, land management and land law, and/or other similar majors.
Relevant experience with facilitation of IGIF implementation at national level such as:
- Conducting NSDI baseline assessment according to IGIF.
- Preparation of national NSDI reports according to IGIF.
- Preparation of national reports on geospatial alignment to policy drivers.
- Conducting socio-economic benefits analysis and assessment.
- Preparation of national action plan.
Concrete deliveries, relevant to the above listed activities, during the last three years.
- Experience of working in low and middle income countries
- Fluency in English (both oral and written)
Description
Consultancy services for the implementation of the IGIF – Integrated Geospatial Information Framework, for one of the following country: Georgia / Kyrgyzstan / Moldova / Ukraine.
Assignment for National Agency of Public Registry (NAPR) Georgia
The consultant shall:
- revise the NSDI baseline assessment done by NAPR in 2019 and deliver a new baseline assessment;
- prepare and deliver a national NSDI (National Spatial Data Infrastructure) report;
- prepare and deliver a national report on geospatial alignment to policy drivers;
- conduct socio-economic benefits analysis and deliver a socio-economic benefits assessment
- prepare and deliver a draft of a national action plan
The assignment for supporting NAPR in Georgia is limited to 7 working weeks and shall be completed by 31 May 2021.
Assignment for SALR (the State Agency on Land Resources), Kyrgyzstan
The consultant shall:
- revise the NSDI baseline assessment done by SALR in 2019 and deliver a new baseline assessment;
- prepare and deliver a national NSDI report;
- prepare and deliver a national report on geospatial alignment to policy drivers;
The assignment for supporting SALR in Kyrgyzstan is limited to 4 working weeks and shall be completed by 31 May 2021.
Assignment for ALRC (the Agency for Land Relations and Cadastre), Moldova
The consultant shall by the end of February 2021
- revise the NSDI baseline assessment done by ALRC in 2019 and deliver a new baseline assessment;
- prepare and deliver a national NSDI report.
Estimated time for these activities is 3-4 weeks.
Further on, the consultant shall if necessary, contribute to:
- preparation of the national report on geospatial alignment to policy drivers;
- socio-economic benefits analysis and assessment;
- preparation of the national action plan;
Estimated time for these activities is 4-5 weeks. If relevant, the activities shall be completed by 31 August 2021.
Assignment for StateGeoCadastre (The State Service for Geodesy, Cartography and Cadastre), Ukraine
The consultant shall:
- work together with a local consultant to complete IGIF action plan and investment plan and support cross-sector collaboration
- Develop Geospatial alignment to Government policy drivers.
- Develop Socio-Economic-Benefits Analyses
The assignment for supporting StateGeoCadastre in Ukraine is limited to 10 working weeks and shall be completed by 31 December 2021
All asignments shall be done remotely.
