IDG is currently looking for a Privatization Project Manager to join the USAID SOE Rapid Response Activity (SOERR) in Ukraine.

Position title: Privatization Project Manager (1 position) – ProZorro.Sale

Duration: 6 months

Scope of Work

The role of the Privatization Project Manager will be to provide the necessary support, facilitate, and coordinate activities of the GOU institutions responsible for the privatization process. The Manager will facilitate and support discussions with the State Property Fund of Ukraine, state entities, private sector and other relevant Governmental bodies. He/she will have an active role in planning and management of day-to-day activities of the project. He/she will be responsible for drafting, developing, and regularly updating the documentation concerning the project as well as ensuring that realistic project timelines are developed and are adhered to. In addition, the Privatization Project Manager will proactively manage and effectively resolve potential issues that can result in delays and non-completion of tasks. He/she will communicate with key stakeholders and develop business relationships with various entities.


  • Develop a draft of general privatization plan which includes steps from initiation of the privatization to the final sale process in accordance with the defined KPIs;
  • Analyze legal and regulatory framework and provide recommendations on the necessary legislative and process changes;
  • Develop a repository of the approved enterprises for privatization with all necessary data and information included;
  • Analyze the implications of the transition of control of particular assets from various state bodies to the State Property Fund;
  • Prepare information materials on the overall project status and for particular companies;
  • Conduct meetings and maintain regular communication with various stakeholders, including but not limited to other donor projects, other development finance institutions and development aid agencies in order to ensure complementarity and avoid duplication.

Deliverables and Performance Standards

  • Draft privatization plan developed, with clear visual mark-ups and/or graphical presentation of the process. The draft to be submitted within the first month;
  • Substantive recommendations on legislative and process changes developed;
  • A brief analysis on the challenges and implications of the transfer of assets to the State Property Fund;
  • Relevant information materials developed and shared with the beneficiary.

Required Qualifications

  • Education: Bachelor’s degree in economics, finance, law or management. Master’s degree preferred.
  • Experience: Minimum of three (3) years in investment management, business development, marketing or consulting;
  • Experience with government entities and their mandate and processes is an advantage;
  • Thorough understanding of project management;
  • Excellent presentational skills;
  • Good knowledge of data management and analytic skills;
  • Excellent knowledge of and experience with business analysis;
  • Good command of English and Ukrainian, both written and spoken, including the ability to draft documents in English and Ukrainian to a very high standard.

Other Considerations

Reporting: The Privatization Expert will report to the EDGE Regional Representative. He/she will send brief weekly updates, and a more detailed monthly report (not to exceed 5 pages) to the EDGE Regional Representative. In addition, the expert must consult with EDGE RR and if feasible, get relevant inputs and comments on the deliverables prior to sending them to the beneficiary.

Probationary period: The Expert will have a one-month probationary period of performance. After the probationary period ends, depending on the performance of the expert, he/she will continue to work on regular terms until the end of the contract, or in case of unsatisfactory performance, the contract will be terminated.
