Your Impact:
Procurement Specialist is responsible for supporting the procurement operations for assigned project/s. The incumbent is responsible for delivering results in regard to on-time performance, cost savings, and quality; achieving project objectives and value-added expectations; and compliance with established policies and procedures. The incumbent has thorough knowledge and understanding of procurement concepts, principles and practices, as applied in the engineering and construction industry; project delivery processes; and relationship expectations with suppliers, subcontractors, clients, and the project team.
Key responsibilities of the role include:
- Perform direct procurement activities required to support the planning and execution of assigned projects.
- Perform subcontract and purchasing operations to ensure the effective administration of subcontracts.
- Manage and perform tasks involved in the formation and administration of subcontracts and purchase orders.
- Maintain contacts with suppliers and subcontractors to ensure sound working relationships and to ensure they endeavor to conform to their contractual agreements.
- Understand and be aware of changing market conditions and trends in the pricing of materials, equipment and services.
- Maintain performance metrics to measure the performance of the project procurement team with regard to cost savings, on-time performance, and quality of goods and services.
- Ensure full compliance with all procurement procedures by the project procurement team.
- Assist in the resolution of purchase order and subcontract disputes.
- Effectively communicate with project management, business management, internal departments, and with the client (if requested) on procurement issues.
- Review major purchase orders and subcontracts prior to execution and participate in major negotiations with suppliers and subcontractors.
- Recommend sources of supply.
- If requested, provide the necessary written and pricing/cost information in support of the proposal process. Provide budget estimates for anticipated materials, equipment and services in support of the proposal process.
- Ensure strict compliance with Federal Procurement Procedures, including proper documentation of all transactions.
Here’s What You’ll Need:
- Degree in Business, Law, Engineering, Supply Management or other applicable field, and training in procurement. Experience in lieu of a degree is acceptable
- Solid procurement experience in the engineering and construction industry
- Experience in performing procurement operations on projects, including drafting and formulating contracts, soliciting, negotiating and administering major purchase orders and subcontracts
- Fluency in English and Ukrainian, both written and verbal
- At least 3-5 years of purchasing/contracting experience with U.S. Federal (e.g., DOD, USAID etc.), and/or other regulated agencies, e.g., World Bank, is preferred
