The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.

The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.

Position summary & job purpose: 

Tetra Tech has an opportunity for a Senior/Renewable Energy Expert to support ESP’s overall mission. The Senior/Renewable Energy Expert will help promote conditions for the development of renewable energy in Ukraine. This is a full-time position for a period of one year, with the possibility of an extension for another term. The senior renewable energy expert will be a part of ESP’s electricity team. Position responsibilities: 

  • Lead reviewing of and advising counterparts on policies and regulations on renewable energy, and competitive energy procurement to achieve strategic objectives in part of renewable energy: achievement of the maximum level of climate neutrality and increasing the use of low-carbon energy sources; renovation and upgrade of the energy infrastructure according to the best global standards; providing the power sector with domestic resources; providing the energy sector with innovative solutions.
  • Contribute to the assessment and improvement of the power sector policy as well as the regulatory and technical framework with regards to the development of renewable energy sector.
  • Assist and advise counterparts via developing recommendations for financially sustainable RE development and debt repayment in the renewables sector.
  • Lead the preparation of the green paper on renewable energy policy (covering grid-scale and small-size) to facilitate the green transition through stable renewable energy capacity growth in the power system, improved market and investment environment for renewable energy investments and the operation of financially sustainable support programs.
  • Support the project activities and tasks on implementing and/or improvement of the mechanisms for renewable energy development, including but not limited to the flexible auctions, corporate PPAs and Contract-for-Differences (CfD) mechanism.
  • Support the development of the Guarantee of Origin (GoO) mechanism for renewables as well as the implementation of the policy for small-scale renewables, including the support mechanism, net-billing, involving active consumers into the market and to demand response measures, etc.
  • Collect data and conduct research and analyses on the renewables sector.
  • Support capacity building events and knowledge management activities for the renewables sector.
  • Interact and maintain successful relationships with counterparts, other ESP employees, and subcontractors.
  • Support project management to effectively manage project activities related to renewable energy.
  • Support program monitoring and evaluation activities of ESP.
  • Other tasks, as designated by the supervisor. 

Minimum Qualifications: 

  • Bachelor’s degree in engineering, energy management, business administration or a related degree. 
  • 5 years of relevant professional experience (10 years for the Senior position).
  • 3 years of experience in the renewables industry (5 years for the Senior position).
  • Demonstrated experience in designing and analyzing energy policies, strategies, and their implementation.
  • Strong MS Office computer skills
  • Ability to maintain flexibility, problem solve, and work independently with minimal supervision.
  • Fluent in Ukrainian and English.

Preferred Qualifications: 

  • Master’s degree in engineering, energy management, business administration or a related degree
  • Understanding of current worldwide trends and practices related to renewable energy. 
  • Excellent written and verbal communication.
  • Strong organization/analytical skills; experience working with detailed technical data and reports. 
  • Knowledge of project management software Experience working on USAID or other donor-funded projects.
