Ministry of Communities and Territories Development is a central executive body, the activities of which are directed and coordinated by the Cabinet of Ministers of Ukraine. The Ministry of Regional Development is the main body in the system of central executive bodies that ensures the formation and implementation of state regional policy, state policy in the field of local self-government development, territorial organization of government and administrative-territorial organization, state housing policy and policy in the field of human settlements. in the field of housing and communal services, state policy in the field of household waste management, state policy in the field of construction, urban planning, spatial planning and architecture, state policy in the field of technical regulation in construction, and provides state policy in the field of architectural and construction control and supervision, in the field of control of housing and communal services and in the field of ensuring energy efficiency of buildings.

In the area of district heating, the Ministry is mandated to ensuring formation and implementation of the state policy in the field of housing and communal services, to promote ensuring quality utility services by service providers; to submitting to the Cabinet of Ministers of Ukraine proposals on Procedures for the formation of utility tariffs set by local governments; Procedure for establishing standards (norms) of consumption of public utilities.

Energy Security Project is providing technical assistance to Ministry of Communities and Territories Development (MinRegion) under several directions of assistance, including technical assistance to improve policy and legal-regulatory framework for heat supply planning.

Opportunity Structure

Objectives

The overall objective of this assignment is to provide support to the Ministry of Communicates and Territories Development (MinRegion) to improve heat supply planning framework. On October 02, 2020, Minister of Community and Territories Development of Ukraine by order #235 has adopted “Methodology of development of heat supply schemes for the settlements of Ukraine”, the link: https://zakon.rada.gov.ua/laws/show/z1144-20#Text The Methodology provides for the form and structure of the HSS, and facilitates heat supply planning in accordance with several criteria including environmental ones. However, the HSSs, developed in accordance with the new Methodology, need to be further supported by adequate city planning framework, which would recognize the HSS to be an integral part of city’s planning documentation.

Specifically, the subcontractor is requested to achieve the following objective:

  • To inform on best international practices of embedding Heat Supply Schemes (or essentially similar documents) into urban planning (city planning) framework.

Scope of Work

To achieve the objective, the subcontractor shall implement the following scope of work:

  • Analyze international practice, for attributing Heat Supply Scheme (HSS) as an integral part of a city’s planning documentation. The subcontractor shall make analysis of international practice of HSS being encrypted in the urban planning documents. For each country case, the analysis shall provide descriptive explanation of the system of city planning framework in place, including the hierarchy and list of legal-regulatory acts related to urban planning, mark HSS position in the hierarchy, identify institutional and sectoral actors. The analysis shall provide references for legal acts and citing of legal provisions on HSS being an integral part of urban planning.
  • Analyze international practice, for setting zones with regard to heat supply and providing for zones in city documentation. The subcontractor shall analyze international practice for defining heating zones (set of criteria used, other terms if relevant), and reflection of territorial zoning in city planning documents. The analysis shall reveal what terms and restrictions are applied if a consumer is located in a certain territorial zone, and how these terms are provided from legal point of view. References to legal acts shall be provided in each case.
  • Analyze international practice, for regulations of disconnections from centralized DH system in the relevant zone. The analysis shall inform on legal regulations and practical procedures on disconnecting from DH for consumers located in centralized DH zone. The framework shall be analyzed for residential consumers and non-residential consumers. If there are established differences for disconnecting a consumer in a multiapartment building and disconnecting in a one-apartment building, the differences shall be evidenced. If there are differences in disconnecting large consumers (a commercial consumer, public consumer and/or industrial consumer), the differences shall be provided.
  • Conclusions and recommendations shall be developed, taking into account Ukrainian context and the role attributed to centralized DH systems in the Ukrainian and European policy.

The analysis of international practice for each task [SOW3.1., SOW3.2. and SOW3.3.] shall include cases from at least 5 different countries of EU/EEA (representing different regions of Europe). At least 1 (preferably 2) Scandinavian country shall be analyzed. Particular interest shall be dedicated to countries, which historically have had similar to Ukraine starting point of DH systems and by now have accomplished DH transformation; analysis of such countries shall make at least 3 cases (CEE).

The subcontractor will engage in ESP activities to support MinRegion. The subcontractor will be requested to act in close cooperation with other subcontractors of the ESP, if and when applicable. The subcontractor will report to ESP District Heating Sector Lead.

Competitive Scope

Deliverables and Due Dates: The successful offeror shall deliver to Tetra Tech the following, in accordance with the schedule set forth below.

  • Deliverable 1. First draft Report on Practice and Recommendations for Embedding Heat Supply Schemes into Urban Planning Documentation

The Report shall follow the structure and requirements under SOW 3.1., SOW 3.2. and SOW 3.3.

  • Deliverable 2. Second draft Report on Practice and Recommendations for Embedding Heat Supply Schemes into Urban Planning Documentation

The Report shall follow the structure and requirements under SOW 3.1., SOW 3.2., SOW 3.3. and SOW 3.4.

  • Deliverable 3. Final Report on Practice and Recommendations for Embedding Heat Supply Schemes into Urban Planning Documentation

The Report shall follow the structure and requirements under SOW 3.1., SOW 3.2., SOW 3.3. and SOW 3.4.

  • Deliverable 4. Presenting the findings of the Report to ESP team

The subcontractor will make an internal presentation of the Report to ESP team. The subcontractor may be requested to include into the Report comments received during the internal presentation to ESP team, if any.

  • Deliverable 5. Presenting the findings of the Report to MinRegion and other stakeholders

The subcontractor will make presentation to MinRegion and other stakeholders, if relevant, in a dedicated round table meeting.

All deliverables are provided in electronic format unless the subcontractor is specifically requested to provide a hard copy. Deliverables are to be developed in English. Here, the due dates are indicative, and the final dates will be developed in close coordination with the Ministry of Communities and Territories Development.

Proposed Staff (maximum 2 pages, excluding CVs)

Present a narrative that includes the following:

Team composition (names, specialties/area of expertise, position/role, etc.), with detailed bios, and task assignments to perform the activities described in the SOW.

Curriculum Vitae (CV) for all labor categories named in the Attachment A. (CVs shall be limited to 3 pages each) that describes their experience and lists the following:

  • Affiliation/Organization
  • Education
  • Years of Professional Experience
  • Relevant Experience to the SOW in this RFP
  • Fluency in English

SUBMISSION OF PROPOSALS

All proposals are due on February 05, 2021 by no later than 14:00 local time in Ukraine. Proposals must be submitted via e-mail at the address [email protected] in the following formats: Adobe Acrobat and Microsoft Word and/or Excel.

All proposals must fully respond to the Technical Specifications enclosed as Attachment A and must include quotes in the format provided in the Attachment B – Table 1 – Detailed Budget. Proposals received after the above-stated due date and time will not be considered for this procurement.

QUESTIONS AND CLARIFICATIONS

All questions or clarifications regarding this RFP must be in writing and submitted, in English, to [email protected] on January 22, 2021 no later than 14:00 local time in Ukraine. Questions and requests for clarification, and the responses thereto, will be circulated to all RFP recipients.

Only written answers from ESP Procurement Office of Tetra Tech will be considered official and carry weight in the RFP process and subsequent evaluation. Any answers received outside the official channel, whether received verbally or in writing, from employees or representatives of Tetra Tech, or any other party, will not be considered official responses regarding this RFP.
