The EU/ World Bank supported Program “Supporting Transparent Land Governance in Ukraine” supports the Government of Ukraine to create the preconditions for transparent functioning of agricfaultural land markets to enhance efficiency of resource use and provide a basis for investment in the rural sector. Work undertaken over the past years has demonstrated the importance of reliable data on the agricultural sector as a whole, including smallholders, to be used for policy making and planning by public agencies, and for decision-making by the private sector. The resulting baseline will also be used to monitor the outcome of agricultural policy.

Scope of Work

Listing and survey of households based smallholder farmers, including a plot roster using a mobile device CAPI). The sample size is 200 households for each oblast. Data will be collected in three field visits in 2021 (post-planting, pre-harvest and post-harvest).


  • Provide information showing that they are qualified in the field of the assignment. Provide 3 examples of successful completion of similar assignments.
  • Provide information on the technical and managerial capabilities of the firm. Provide information on the qualifications of key staff.
  • Provide information on their core business and years in business.
  • Demonstrate capacity to implement the survey nation-wide and complete the three rounds correctly and timely
