Context:

The ultimate objective of the EU-funded IOM-implemented 36-months project “Support for Migration and Asylum Management in Ukraine” is to contribute to enhancing migration management in Ukraine through the development of institutional and technical capacities of the migration management bodies, particularly the State Migration Service of Ukraine (SMS), the State Border Guard Service of Ukraine (SBGS) and the deployment of an automated integrated migration management information system.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the IMMIS Project Manager, the incumbent will provide core support to the lead ICT expert assigned to the project and will coordinate all planned and actual deliverables related to the provision of ICT solutions and equipment to the SMS, the SBGS, the Ministry of Foreign Affairs (MFA) and the National Police of Ukraine (NPU).

Core Functions / Responsibilities:

  1. Facilitate effective and timely coordination of the planned and actual deliverables of the multiple work packages being under the IT component of the project.

  2. Keep close contact with the contractors and beneficiaries, which are responsible for the deliverables in the concerned work package.

  3. Report both orally and in writing in Ukrainian and English on planning status and progress related to the deliverables of the multiple work packages being under the IT component of the project.

  4. Maintain an updated document on planned deliverables, any changes in the planning as well as the internal and external acceptance of the deliverables.

  5. Ensure that all weekly progress reports and working group reports are catalogued and distributed appropriately.

  6. Communicate with and update the project’s ICT lead expert when he is outside Ukraine.

  7. Initiate and finalise the content planning related to deliverables for the Steering Committee meetings and Project Management Board meetings for the ICT component of the project.

  8. Facilitate the donation process of procured equipment and developed software to the beneficiaries in line with IOM procedures.

  9. Participate in expert and coordination meetings as necessary, maintain working contacts with the project beneficiaries and other stakeholders as required.

  10. To perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma/certificate or equivalent with at least five years of relevant work experience

OR

  • Bachelor’s Degree (preferably in law, international relations, political science, or other related field) with at least three years of professional work experience.

Experience

  • Experience in coordinating multiple work streams/multi-tasking.

  • Experience in swiftly absorbing information.

  • Experience in liaising between technical experts and project managers.

  • Experience in liaising with stakeholders from the Ukrainian authorities.

  • Excellent communication and writing skills including the drafting of reports.

  • Presentation and design skills and a firm knowledge of MS Office products.

Languages

Fluency in English, Russian and Ukrainian is required.
