This position requires language skills in both English and Russian. The job offer will be contingent upon passing test(s) evaluating your proficiency in the bilingual requirements of the position. This position may receive a 5% differential pay based on passing the required language test.

Aging and People with Disabilities (APD), part of the Oregon Department of Human Services , is currently looking for one full-time, permanent dedicated and compassionate individual to provide services as an Eligibility Worker/Human Service Specialist 3 in the Beaverton office.

ABOUT THE PROGRAM
WHAT YOU WILL BE DOING
Eligibility Workers determine financial eligibility for Medicaid and Supplemental Nutritional Assistance Program (SNAP) for recipients who are age 60 and older and/or people with disabilities. This position processes applications that are new and re-certifying by reviewing the applicant’s financial and non-financial situations. Determining eligibility correctly and in a timely manner by following complex rules and policies which includes gathering appropriate documentation for the electronic case file. Along with referring applicants with additional needs to appropriate agencies.
WORKING CONDITIONS
Once the COVID pandemic restrictions are lifted, local leadership will review business needs by program to determine the appropriate worksite options based on business needs.
The Eligibility worker will conduct 95% of work at their designate workstation. There will be occasional need for travel and field work that may involve going into a consumer’s home. A valid driver’s license is required.

THIS IS WHAT YOU NEED TO QUALIFY:
Two years of experience determining eligibility for an agency program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client’s situation.
Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).
THE MOST COMPETITIVE CANDIDATE WILL HAVE:
Experience working in social/human services and helping individuals with various issues such as medical/health needs, long term care needs, mental health needs, abuse and neglect, substance abuse, unemployment, inadequate housing, economically disadvantaged, and food insecurity
Experience interpreting and implementing policy and procedures in an office setting.
Ability to handle large volume of data entry and document review.
Experience interviewing to assess need and relevant eligibility information
Ability to maintain high level of confidentiality and handle sensitive information
Bilingual Russian/English language skills
