The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 325 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.
The New York City Housing Authority Office of Emergency Management (NYCHA OEM), reporting to the Vice President of Public Safety, is charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. NYCHA OEM seeks to promote safer, less vulnerable NYCHA communities with the capacity to cope with hazards and disasters. NYCHA OEM does this by building resilience in its residents, staff, internal processes, commercial partners and other stakeholders to better withstand disruptive events. NYCHA OEM is also increasing its capacity to respond to and rapidly recover from these events, allowing residents to get back into safe, clean and connected housing more rapidly after an event.
Reporting to the Director of the Office of Emergency Management, the Field Coordinator’s responsibilities include, but are not limited to the following:
1. Respond to emergencies and support the ESD Administrators and/or Property Managers with information management, command post support and interagency coordination.
2. Assist Property Managers and/or Development Staff throughout all phases of emergencies to ensure that incident goals and objectives are established, information sharing is facilitated, and resource requests are processed in a timely manner.
3. Provide expertise in Emergency Management during emergency responses and recovery operations to ensure timely and efficient progress of incidents, event resolution and eventual recovery.
4. Draft field operations guides and other emergency management related documents used to assist in emergency response.
5. Serve as municipal representative for various citywide emergency management meetings and events.
6. Assist with the dispatching and coordination of Field Coordinators in the field.
7. Assist NYCHA OEM with various projects with guidance from NYCHA OEM leadership.
8. Respond to emergencies 24/7 as well as working non-typical shifts including weekends and holidays.
9. Keep the NYCHA OEM Director fully informed on incident related matters from the field.

Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred Skills
1. A baccalaureate degree in Public Administration, Public Health, Emergency Management or a related field from an accredited college.
2. Proficiency in a language in addition to English (preferably Spanish, Chinese, or Russian).
3. Excellent verbal and written communication skills.
4. Excellent conceptual, organizational, and analytical skills.
5. Practical experience in a planning, response or recovery role of a large-scale real-life disaster or planned event.
6. Completion of ICS or CIMS 100, 200, 700 and 800 training.
7. Demonstrated knowledge of New York City’s emergency management landscape.
8. Ability to work under stringent deadlines, manage multiple assignments, and handle sensitive information.
9. Ability to work cooperatively with other departments, government agencies, elected officials, and the general public.
10. Possession of a valid NYS driver’s license in good standing.
