DIVISION: Health Promotion Division
DEPARTMENT: Public Health
PURPOSE: To supervise a team focused on eliminating food insecurity and hunger in Jefferson County through policy, systems and environmental (PSE) changes.
Jefferson County Public Health (JCPH) is seeking an adaptable individual with leadership skills to join our team as a Health Promotion Supervisor. This is an 18 month, grant funded position and is part of a regional Denver metro collaboration funded by the Cancer, Cardiovascular, and Chronic Pulmonary Disease (CCPD) Program from the Colorado Department of Public Health and the Environment. The Supervisor works in collaboration with staff from the Denver Department of Public Health and Environment (DDPHE) and Tri-County Health Department (TCHD), addressing food insecurity and hunger on a regional basis.
The Health Promotion Supervisor will work with the Jeffco Food Policy Council and community members, elected officials, policy makers, partner organizations, entities involved in all aspects of the local and regional food systems, and JCPH and County staff to eliminate food insecurity and hunger in Jefferson County through policy, systems and environmental changes. This position will also be responsible for supervisory tasks, including employee management, timecard approval, conflict resolution, interpersonal support, and other tasks as needed.

ESSENTIAL DUTIES:
The Health Promotion Supervisor will be able to:
Identify and analyze barriers to food access and develop new policies and regulatory practices to reduce food insecurity and hunger
Support food access planning as an integral component to community and comprehensive planning to reduce the number of people living with food insecurity.
Support and promote urban farming through community facing events, identifying grant opportunities, addressing municipal and county regulatory concerns.
Develop and maintain relationships and network with community, local and regional government elected officials, planners, and economic development to support integrated approaches to land use, regulatory processes and allocation of resources to address food access, security and systems.
Educate policy makers at the federal, state, county and local levels about policies related to food access and sustainable food systems.
Continue supporting a successful Food Policy Council that is coordinated, collaborative and action-oriented with a diversity of stakeholders and equitable representation of the community.
Support efforts within JCPH to increase food security through the Community Health Improvement Plan. The Plan identifies food security as a high priority issue to address within Jefferson County. Work to create sustainability of this effort.
Assess community health needs related to increasing food access by analyzing a variety of food security, health and demographic data.
Address data gaps and use participatory approaches to analyze and present health data in an interesting and compelling way to department staff, elected and appointed boards, coalition members, community partners, and business leaders.
Assess technical assistance needs and provide technical assistance to community residents and organizations which address food access
Work to align activities with local, regional, state and national food systems programs and policies.
Supervise and team lead members of the Food system team, including:
Schedule/time requests and approval
Performance review
Team management
Task delegation
Other supervisory responsibilities as needed
Regional Responsibilities (within the CCPD grant)
Work with local health department partners at DDPHE and TCHD to:
Develop joint assessment tools, evaluations, surveys and other resources.
Identify opportunities for collaboration across county borders; implement programs and policy change.
Partner with up to three Jefferson County communities to work towards policy alignment between neighborhoods, cities and counties.
Develop, implement and monitor program budget.
Develop and monitor progress of implementation plan.
Complete quarterly and annual progress reports and other reporting requirements.
QUALIFICATIONS:
Minimum Qualifications:
A Bachelor’s degree and a minimum of three years of work related experience in Food Systems and Agriculture, Urban or Regional Planning, Public Health, Public Policy, Sociology, Sustainability, Community Development.
Preferred Qualifications:
Master’s degree is preferred
Two or more years working with local or regional government, planning, policy development, systems or environmental change, related to food access, security or systems.
Competency in working with population health data sources, databases and analytical software preferred
Effective collaborator with skills to integrate diverse opinions, resolve conflict and prioritize complex issues.
Experience in the facilitation of a regional multisector health-related community coalition
Experience working with the social determinants of health, Health in All Policies, or using a health equity approach to reduce health disparities, a plus
Knowledge of Spanish, Russian or Vietnamese a plus
Experience in policy advocacy, educating decision-makers, developing a policy agenda
Experience working with farmers, urban agriculture, marketing options for small scale growers and/or buy local campaigns
Ability to prioritize and complete activities in a fast-paced and environment
Knowledge of SNAP, WIC, Double Up Food Bucks and other federal nutrition programs,
Knowledge, skills, and attributes that would be beneficial and lead to success in this role include:

ADDITIONAL INFORMATION:
Must have valid driver’s license, if you are from out of state, you must obtain a valid Colorado driver’s license within 30 days of hire date and you must not have any major violation conviction in the past three years.
Must provide immunization record at time of hire, or prove immunity, to comply with departmental Communicable Disease Control Policy
