BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States’ strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to collaborate with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
INL supports the restructure and development of the State Border Guard Service of Ukraine (SBGS) within the DOZOR project. Currently, the SBGS is seeking INL’s assistance in procuring non-lethal training equipment.
The purpose of this statement of work is to solicit and execute the purchase of non-lethal training equipment. The purchase will increase the availability of training to the officers of the Ukrainian SBGS Special Operations Units and will increase the ability to provide them with enhanced training in critical use-of force judgmental scenarios.
SCOPE
The vendor shall provide all items stated under APPENDIX A, TECHNICAL SPECIFICATIONS of this RFQ. The vendor shall provide non-lethal training equipment through free and open competition for the Ukrainian Law Enforcement Special Operation Units according to the following specifications.
QUESTIONS CONCERNING THE REQUEST FOR QUOTE (RFQ)
Answers to inquiries/questions, if given, shall be provided in writing to all vendors being solicited.
No information concerning this RFQ shall be provided in response to telephone calls. All such requests must be submitted in writing to the Contract Specialist.

QUOTE DELIVERY
Contractors shall submit one electronic copy of Volume I (Technical Quote) and Volume II (Cost/Price Quote). This includes Microsoft Word, Excel, and PowerPoint (as applicable and appropriate). PDF format shall be used only for scanned documents. Volume I shall be on a separate electronic file from Volume II. Contractors shall submit quotes on time to be considered for award.
