45 Night Vision Sets for INL/Kyiv
Background:
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States’ strategic goals: (1) to reduce the entry of illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to collaborate with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.
INL supports the restructure and development of the State Border Guard Service of Ukraine (SBGS), including its Special Operations Units (DOZOR) and the Ukrainian National Police SWAT Department, called KORD. Currently, the SBGS and NPU seek INL’s assistance in procuring operational equipment to approach and apprehend armed and dangerous criminals during low light. The purpose of this statement of work is to solicit bids and execute the purchase of night vision equipment, which will enhance Ukrainian SBGS’s and NPU’s ability to conduct tactically focused law enforcement operations in remote and austere environments during periods of darkness.
SPECIFIC REQUIREMENTS:
The requested items shall meet/demonstrate these minimum specific requirements, and be equal to the suggested brands, or exceed these requirements.

QUESTIONS CONCERNING THE REQUEST FOR QUOTE (RFQ)
Answers to inquiries/questions, if given, shall be provided in writing to all vendors being solicited.

QUOTE DELIVERY
Contractors shall submit one electronic copy of Volume I (Technical Quote) and Volume II (Cost/Price Quote). This includes Microsoft Word, Excel, and PowerPoint (as applicable and appropriate). PDF format shall be used only for scanned documents. Volume I shall be on a separate electronic file from Volume II. Contractors shall submit quotes on time to be considered for award.
