PURPOSE
The purpose of this Indefinite-Delivery, Indefinite-Quantity contract is to deliver services for SOE sector reform in Ukraine.
INTRODUCTION
Successful reform of SOEs will boost Ukraine’s economic growth, create new employment opportunities and significantly improve Ukraine’s position in the world’s competitiveness ranking.
SOEs play a critical role in Ukraine’s ability to meet its various reform objectives, and reforming them is a key aspect of achieving USAID/Ukraine’s Development Objective (DO) of reducing the economic impact of corruption. Well-administered and effective SOEs can bring significant economic benefits to the country and build faith in the country’s reform trajectory.1 Historically, SOEs account for a significant share of economic activity. Not surprisingly, SOEs are concentrated in natural monopoly sectors, but they are present to varying degrees in other sectors as well, such as mining and quarrying, agriculture, manufacturing, and services. They bear responsibility for providing a range of public services, particularly in strategic industrial sectors such as energy, water supply, waste management, communications, and defense, among others. At the same time, many SOEs are known to be corrupt, benefiting the connected few rather than citizens at large. SOEs systematically underperform relative to their private sector counterparts. Poorly performing SOEs hold back economic growth and diminish the trust of Ukrainians in the country’s institutions. Finally, economies with a larger SOE footprint tend to have a lower public capital stock and a lower quality of infrastructure even after controlling for income levels.2
Through this activity, the Contractor must support the reform and appropriate divestiture of selected Ukrainian state-owned assets, help Ukraine harness the potential of SOEs to improve the transparency and accountability of SOE management to reduce corruption, boost SOE efficiency up to the level of their private counterparts, support sustainable and inclusive economic growth, and build confidence in Ukraine’s plan for closer collaboration with Europe.
GOAL
To reform the SOE sector in Ukraine by increasing the effectiveness, transparency, accountability and governance of SOEs; enhancing government oversight; advancing privatization generally and privatization of selected SOEs in particular; and developing a strategic management model for the SOEs remaining in state ownership. An effective and accountable SOE sector with an optimized share of state ownership will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.
For the purposes of this activity and as directed by USAID, in addition to SOEs, the activity’s scope may include other public assets, such as land, infrastructure, real estate, natural resources, and assets/companies owned by regional/municipal governments.
EXPECTED RESULTS
Although specific targets will be developed in each task order, the contractor must support the goal and implementation areas outlined above. Expected results include, but are not limited to, the following:
- 1. Comprehensive and efficient centralized SOE information system (data collection and reporting) developed to allow the government and other stakeholders to make informed and substantiated decisions on SOE divestiture and management;
- 2. Evidence-based SOE reform strategy and implementation roadmap developed and implemented;
- 3. Legislative and regulatory framework improved to support the implementation of SOE reform and privatization strategy;
- 4. Divestiture process underway, according to a national plan with identified annual targets met; 5. Effective operational modalities for managing the enterprises remaining in state ownership developed and adopted by the GOU;
- 6. Transparency, corporate governance and management of SOEs in Ukraine improved;
- 7. Corruption in SOEs reduced;
- 8. Fiscal burden of SOEs reduced;
- 9. Private sector and foreign direct investment increased; and 10. Popular support for SOE reform and privatization increased.

It is at the CO’s discretion to provide response after the above deadline. Oral explanations or instructions given before award of the Contract will not be binding. Any information given to a prospective Offeror concerning this Contract will be furnished promptly to all other prospective Offerors as an amendment of this Contract, if that information is necessary in submitting proposals.
Closing date and time: All proposals in response to this solicitation shall be submitted at the email addresses noted below, at the latest, by the date and time indicated on the cover page of this RFP.
DELIVERY INSTRUCTIONS
All proposals in response to this solicitation are due to the USAID/Ukraine/Regional Contracting Office by the closing date and time specified on the cover letter.
The proposals must be submitted in two separate parts, electronically only: (a) technical proposal and (b) cost proposal. Both proposals must be page numbered and contain a table of contents. The sections and annexes in the technical and cost proposals must be listed in the table of contents.
The Technical Proposal must address technical aspects only while the Cost Proposal must present the costs and address related issues such as responsibility. Proposals must be signed by an official who is authorized to bind the organization.
The Technical Proposal and Cost Proposal must be kept separate from each other. Technical Proposals must not make reference to pricing data in order that the technical evaluation may be made strictly on the basis of technical merit.
Proposals must be submitted electronically. The electronic version of proposals must be sent by internet email, with attachments compatible with Adobe Acrobat (PDF) and Excel MS Office (2010 and later) in an MS Windows environment to the following email addresses: [email protected] and [email protected]. Each email must not exceed 15MB in size and all files are to be in PDF except for cost spreadsheets, which are to be provided as Excel files with cell formulas intact and unlocked.
All emails containing proposal files should, in the address line, state Solicitation #: 72012120R00005, Technical or Cost Proposal, email no. “X”. When sending proposals by multiple emails, please indicate in the subject line whether the email relates to the technical or cost proposal, and the desired sequence of multiple emails, if more than one is sent (e.g. “Technical Proposal, Part 1 of 3”).
Email is the only method for submitting proposals. An email submission received before the submission deadline by either contact listed above will be considered received. Zip files are not permitted.
