Summary
This position is located in the Voice of America’s Russian Service, responsible for developing network quality design and creation of visual concepts, branding and creative program elements and digital assets across digital and broadcast platforms. The Graphics Designer must have fluency in both oral and written Russian and English languages, as well as expert knowledge of Adobe Creative Suite and Cinema4D applications to create advanced designs and animations.
Responsibilities
Duties include, but are not limited to:
Conceptualizes, develops and creates a diverse array of 2D & 3D design and animation deliverables, such as full broadcast packages, lower thirds, title screens, logo intros, explainer videos and other visuals across desktop, mobile and broadcast platforms.
Uses fine art skills (i.e. principles of lighting, color, and composition) and expert knowledge of Adobe Creative Suite, Cinema4D, and other 3D contemporary software applications to create advanced designs and animations. Assists with brand development including logos, typography, color palettes and imagery. Maintain brand standards and integrity within all designs.
Partners with digital and analytics team to learn performance insights and iterate new concepts to reach and engage the target audience.
Edits original video footage and adds effects and elements, including sound, to enhance motion graphics for variety of touchpoints including TV screens, mobile and desktop websites or social media.
Collaborates with fellow designers (visual, interactive, motion) and develops visually compelling animations and infographics that can be adapted and versioned across VOA languages.
Films for various news and long-form features with the highest ethical, aesthetic and technical standards using the latest technology.

Qualifications
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector.
GS-12: Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-11). The Multimedia Graphics Specialist must have fluency in both oral and written Russian AND English languages that demonstrates expert knowledge of Adobe Creative Suite and Cinema4D applications to create advanced designs and animations.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. The following required specialized experience includes –
1. Experience with visual reporting or visual content creation in English and Russian languages;
2. Utilizing editing software such as Adobe Creative Suite and Cinema4D expertise to create engaging graphic design and synthesizing multiple sourced graphics and visualizations into straightforward story for global audiences;
3. Expert knowledge of all phases of a life cycle of animated graphics package from the design concept to the completion of all requested graphic elements for distribution across TV and digital platforms; and
4. Hands-on experience in visual journalism, data visualization and designing and producing graphics utilizing a wide variety of hardware and software solutions.
