Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
Emergency and Stabilization Programme Coordinator, the successful candidate will be
responsible for leading the Information Management and Monitoring, Evaluation and Learning
(IM&MEL) processes related to the Emergency and Stabilization Unit’s (E&S) programming.
Core Functions / Responsibilities:
1. Strengthen and coordinate the work of the IM&MEL team, including the development of a
MEL system across the E&S Unit’s programming, expansion of analytical products, provision of
technical guidance and management of IM and MEL staff.
2. Review and restructure the National Monitoring System (NMS) methodology and
visualization, to ensure needed flexibility and respond to crisis affected populations and the
changing needs and requirement of government stakeholders and humanitarian partners to
better support crisis affected communities.
3. In collaboration with relevant Program Managers and Coordinators, support the
implementation of IM components of various E&S Unit projects, in particular the developing
DTM-based tracking at the Entry and Exit Crossing Points (EECPs) for public health and other
purposes.
4. Review current and develop new survey, monitoring and assessment tools and corresponding
methodologies with a particular focus on the development of periodic thematic reports and
regular sectoral data updates; lead on the analysis of data and their alignment with other
stakeholders’ platforms, including the Government’s Data Portal, relevant Sector Working
Groups frameworks, as well as Cluster requirements.
5. Support IOM’s work as co-chair of the IRIS working group and foster partnerships with key
IM/MEL stakeholders in Ukraine, and particularly the State Statistics Services of Ukraine, in
order to improve IOM’s positioning as a key data and IM stakeholder.
6. In close coordination with the Emergency and Stabilization Coordinator, oversee the work of a
pool of technical experts within the sub-unit to ensure their thematic support is provided across
the Unit’s programming and to other Country Office’s (CO) Units (as relevant), as well as
backstop the financial, administrative and technical aspects of the Unit’s research and learning
efforts including fund-raising, conceptualization and presentation.
7. Establish and maintain field-level data collection capacity, with a specific focus on the eastern
conflict area, country points of entry and line of contact checkpoints for research, monitoring and
evaluation as well as reporting purposes in coordination with the reporting sub-unit, the Heads
of Field Offices and the Program and Project Managers, to ensure the provision of timely
information to IOM and other humanitarian/government stakeholders in relation to the
humanitarian and early recovery response.
8. Support the mainstreaming of monitoring, evaluation and learning practices across the E&S
Unit’s program, by ensuring that relevant IOM standards and guidelines are integrated, as well
as by contributing to establishing a culture of MEL and AAP among the Unit’s staff, and to the
extent possible contribute to capacity building of other CO staff in coordination with other M&E
staff and focal points, and the Regional M&E Officer.
9. Ensure alignment to and coordination with wider M&E policies and practices, both in the CO
by coordinating with other M&E staff and focal points, and in the wider Organization by
coordinating with the Regional M&E Officer and global M&E community of practice.
10. Represent IOM in relevant coordination fora and working groups and lead on engagement
with other humanitarian and development actors in data related activities. Plan external
monitoring missions in coordination with stakeholders (e.g. donor, local authorities and line
ministries and other humanitarian actors).
11. Undertake duty travels within Ukraine, to areas relevant to E&S programming, on an
as-needed basis, to bolster reporting, track implementation, evaluate impact, etc.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in statistics, IT and/or computer science, anthropology, sociology, political
science, human sciences or a related field from an accredited academic institution with five
years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in the development and implementation of the Displacement Tracking Matrix
(DTM) or similar large-scale assessment and information management activities is required;
- Experience in Monitoring, Evaluation and Learning activities including the development of tools
and frameworks for humanitarian, development and peace programmes is required;
- Experience in leading analysis and research efforts in line with the IM and MEL activities to
expand and feed the program portfolio;
- Experience in humanitarian emergencies operations and familiarity with the humanitarian
reform and cluster approach;
- Expert knowledge and experience in results-based project development, management,
monitoring, reporting and evaluation;
- Experience in writing technical requirements documents, translating/ planning specifications to
technical briefs for data capture/analysis and compiling diverse datasets;
- Experience with capacity building on IM and MEL is an asset.
- Working experience in the region is an asset.
Skills
- Demonstrated ability to supervise and manage staff at an operational level in humanitarian
emergencies.
- Excellent knowledge of survey and assessment methodologies and good knowledge of
monitoring, evaluation and learning methodologies including both quantitative and qualitative
methods. A focus on information management is desirable.
- Proficiency in using Excel is required. The ability to use any of the following tools will be
considered an advantage: Visual Basic, Java, ASP, GIS, SQL or Oracle, Python, Stata, SAS,
SPSS, R. Of particular value is experience in the development, refinement and implementation
of population database systems (such as registrations, census or surveys).
- Excellent communication skills, efficiency and flexibility.
- Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines.
- Ability to work effectively and harmoniously with colleagues from varied cultures and
professional backgrounds.
- Depth knowledge of protection standards and communicating with communities required.
- Excellent writing skill and strong analytical skills and creative thinking.
Languages
IOM’s official languages are English, French, and Spanish.

English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
