In November 2020, Oregon voters passed by referendum Measure 110, or the Drug Addiction Treatment and Recovery Act . The measure’s goal is to establish a more health-based, equitable and effective approach to drug addiction in Oregon by shifting the response to drug possession from criminalization to treatment and recovery.
This position will provide support for managers and programs associated with Measure 110 in ensuring that all aspects of Measure 110 are implemented by the Oregon Health Authority and will take a transformative approach across the agency and with partners to ensure that all Measure 110 work is health-based, equitable and effective approach to drug addiction. This includes the following aspects of the act:
A Treatment and Recovery Services fund, financed with marijuana revenues, which will support new Addiction Recovery Centers and Community Access to Care grants.
Fifteen 24/7/365 Addiction Recovery Centers throughout the state.
A grants program that will support the Addiction Recovery Centers.
An Oversight and Accountability Council oversees the distribution of the grants. OHA will provide technical, logistical and all other necessary supports to the council.
A 24/7 Telephone Addiction Recovery Center.

This is a full-time, Limited Duration (up to 17 months), SEIU represented position.

WHAT WE ARE LOOKING FOR:
Required Attributes:
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
An equivalent combination of training and experience.
One year of postsecondary education may be substituted for up to one year of the experience.
Requested Attributes:
Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
Extensive personal computer skills, including skill using Microsoft (MS) Word, MS Teams, MS Excel, MS PowerPoint, Internet Explorer and an e-mail program.
The ability to work collaboratively in a team setting.
Excellent customer service and communication skills, cultural humility, and ability to elevate and support local communities to help them connect to OHA.
Skill in performing a variety of functions at a program support level requiring decision making within established rules, policies, or procedures.
The ability to demonstrate initiative and independent judgment on an on-going basis.
Ability to coordinate work activities with competing deadlines, project management support preferred.
Ability to maintain confidentiality of agency records and the ability to learn agency programs, operations, policies and procedures.
Ability to work respectfully and effectively with advisory group and community members, experience in community advocacy, and organization, particularly with communities.
Bilingual language skills in one of the top five languages spoken by Oregon Health Plan members (Spanish, Russian, Vietnamese, Chinese, and Arabic) strongly preferred.
Preferences may be given to applicants with demonstrated experience advancing health equity, cultivating relationships with, and advancing the interest of non-dominant cultures such as linguistically diverse, immigrant or refugee populations, LGBTQ communities, and, gender- and ability- diverse community members.
Bilingual preferred.
