In its commitment to preventing and resolving displacement, the International Organization for
Migration (IOM) undertakes a range of programming related to preventing and addressing
causes and consequences of conflict as drivers of forced displacement, including work in the
areas of peacebuilding, conflict prevention and mitigation, security sector reform, reintegration of
ex-combatants, community stabilization, socioeconomic recovery and solutions to displacement.
These efforts relate closely to the work of the UN’s peace and security pillar which outline a new
ambitious UN reform agenda and approach for peacebuilding that focusses on strengthening
the UN’s ability to prevent the outbreak, escalation, continuation and recurrence of violent
conflict. IOM is committed to advancing this agenda by ensuring that comprehensive
approaches are adopted before, during and after conflict in support of global efforts to
strengthen the humanitarian, development and peace nexus. To support this area of work, IOM
is seeking to recruit a Senior Policy and Programme Officer (Peace and Security) to provide
liaison and policy support to IOM’s work and institutional engagement on peace and security.
Under the overall supervision of the Director of the IOM Office to the UN in New York, the direct
supervision of the Senior Policy and Liaison Officer (Humanitarian Affairs) based in New York,
and with technical direction from the Department of Operations and Emergencies (DOE) /
Transition and Recovery Division (TRD) in IOM’s Geneva Headquarters (HQ), the successful
candidate will be the institutional interface in New York on coordination and policy development
at the intersection of conflict, peace, security and migration within the wider framework of IOM’s
work on preventing and addressing forced displacement and sustaining peace, recognizing that
Disarmament, Demobilization, and Reintegration (DDR), Prevention of Violent Extremism (PVE)
and Foreign Terrorist Fighter (FTF) related programming and policy is overseen by IOM HQ.
Core Functions / Responsibilities:
1. Coordinate preparation of contributions and report on key developments with regard to the
UN peace and security agenda; strategically participate in discussions in New York and make
recommendations to relevant IOM Departments and Divisions in relation to policies and
programmes to further the impact and relevance of IOM’s work on peace and security.
2. Advise and update on the UN reform process around the peace and security pillar as it
relates to IOM’s efforts to institutionalize and operationalize the Organization’s contribution to
‘sustaining peace’.
3. In close coordination with the Head of TRD and the Programme Advisor (Peace and Security)
in HQ, strengthen inter-agency liaison and promote strategic initiatives to address opportunities
on UN peace operations, including enhanced engagement with the Peacebuilding Support
Office (PBSO), the Department of Peace Operations (DPO) and the Department of Political and
Peacebuilding Affairs (DPPA), the UN Counter-Terrorism Executive Directorate (UNCTED) –
related structures and all relevant working groups in New York. Act as focal point for, and
coordinate closely with TRD in its co-chairmanship, the IOM Counter-Terrorism / Countering
Violent Extremism (CVE) Task Force at Headquarters in Geneva.
4. Contribute to DOE / TRD efforts to integrate elements of peace and security across relevant
IOM strategic planning processes, policies, trainings, analysis, assessments, programmes and
activities. Act as focal point for the Peace-Building Commission.
5. Contribute to the institutional positioning towards the peace and security dimensions of the
Humanitarian Development Peace Nexus (HDPN) dialogue, including support and strategic
guidance to engagement in related inter-agency coordination processes in New York. Act as
New York based point of contact on HDPN and, as required, represent the Organization in
relevant meetings. Contribute to preparations for the UN Joint Steering Committee to Advance
Humanitarian and Development Collaboration.
6. Monitor, track and communicate to counterparts, in coordination with TRD Gender and Youth
Focal Points, on IOM’s contributions to the implementation of Security Council resolutions on
women and youth in peace operations and peacebuilding initiatives. Act as focal point for ‘youth
and peace building’ working group.
7. In close coordination with TRD, promote outreach and engagement strategies with donor
entities and member states. Lead outreach, monitoring and liaison with the United Nations
Peace Building Fund (PBF) and Trust Fund for Human Security (UNTFHS). In close
coordination with TRD and IOM Washington, D.C. focal point, assess opportunities for resource
mobilization with the World Bank.
8. Provide technical support, compliance support and, under TRD oversight, strategic guidance
to Country Offices implementing peace and security-related programming funded by the PBF,
UNTFHS and the United Nations Office of Counter-Terrorism (UNOCT) Multi-Year Appeal.
9. Advise and update the Head of TRD, in HQ, and the Senior Policy and Liaison Officer
(Humanitarian Affairs) on peace and security thematic priorities and challenges related to the
sustaining peace agenda, including emerging issues on countering violent extremism and other
related global processes such as the UN Prevention Agenda and the Sustainable Development
Goals.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Law, International Relations, Development Studies and Planning or a
related field from an accredited academic institution with seven years of relevant professional
experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in interfacing with governmental and diplomatic authorities and donors, as well as
with both local and international partner institutions and NGOs;
- Experience contributing substantively to policy development processes, serving as an
institutional liaison, including tracking and reporting on developments and discussions,
representing institutional interests, and providing timely reporting to relevant internal
stakeholders;
- Experience at an international level with specialized international agencies (United Nations
Agencies, International Organizations, and International Non-Government Organizations)
required;
- Experience in organized collaboration and communication with colleagues operating in diverse
contexts, across multiple time-zones, and functional areas required; and,
- Experience in complex crisis operations, including conflict and post-conflict situations
preferred.
Skills
- Familiarity with programme formulation, implementation and evaluation of peace and
security-related programming, including legal or policy formulation, community-led
socio-economic recovery programmes, local governance, government-citizen engagement and
dialogue, security sector reform, stabilization, and ex-combatant’s reintegration; strong
knowledge of peace, security, and development frameworks.
- In depth knowledge of the broad range of migration related subject areas dealt with by the
Organization with special focus on post crises and transition contexts.
- Knowledge and experience of UN system, particularly of the entities related to Peace and
Security files.
- Knowledge of UN and bilateral donors’ programming.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
