PATH is seeking prospective Chief of Party (COP) candidates for the anticipated 5-year, $50-99M USAID Ukraine Mental Health Activity. The COP will ensure the successful execution and sustainability of the Activity in Ukraine, contributing to improved mental health outcomes for the population. The COP will lead this activity by accelerating the development of a modern, evidence-based, integrated mental health system. This will foster enhanced accountability, efficiency, and transparency to effectively address the evolving mental health challenges faced by Ukrainians amidst and after the conflict.

Please note this position is contingent upon award to PATH and approval from USAID.

Responsibilities

  • Provide overall leadership, management, and strategic direction for the USAID Mental Health Activity.
  • Develop and implement a clear vision and strategy for the mental health program in alignment with USAID objectives and guidelines.
  • Oversee the creation and execution of detailed annual work plans and budgets.
  • Ensure timely and effective implementation of project activities, meeting all deliverables and targets.
  • Establish and maintain robust monitoring and evaluation systems to track program progress and impact.
  • Ensure the quality and fidelity of mental health interventions and services delivered under the program.
  • Collaborate with local partners, government agencies, NGOs, and other stakeholders to enhance program outcomes.
  • Represent the program in meetings, conferences, and other forums, advocating for mental health issues and promoting program achievements.
  • Maintain open and effective communication with USAID, providing regular updates and reports on program status.
  • Oversee the financial health of the program, ensuring funds are used effectively and in compliance with USAID regulations.
  • Ensure all activities comply with USAID regulations, ethical standards, and local laws.
  • Identify and mitigate risks to program implementation and success.
  • Supervise senior management team, staff, consultants, and partner organizations to achieve expected results.

Required qualifications and experience

  • Master’s or other advanced degree (PhD, MD) in public health, psychology or another relevant field.
  • At least 15 years of experience in international health programming, including at least 5 years in senior-level management positions and experience leading large and complex projects.
  • At least 10 years of relevant experience working in mental health and psychological support (MHPSS) or health system strengthening.
  • Experience working in Ukraine or within the region in mental health and psychological support (MHPSS) or health system strengthening is a plus.
  • Experience designing, managing, and implementing complex and comprehensive activities in health system reform and/or conflict areas involving multiple stakeholders and implementing partners.
  • Strong ability and desire to work collaboratively with the government of Ukraine, international donors, and local partners.
  • Strong leadership ability and experience managing staff.
  • Experience working in or supporting programs in Ukraine preferred.
  • Excellent oral and written communication skills in English.
  • Fluent Ukrainian is preffered.
  • Previous experience working on USAID programs and working knowledge of USAID regulations.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for the successful completion of projects.
