Provides direction to building maintenance/janitorial staff at assigned CJE properties to assure a safe, well-operating and environmentally pleasing property. Is responsible to assure daily operations of the facility’s mechanical systems and safety programs in a fiscally sound manner. Diagnoses and performs work and prioritizes work load. With Manager’s oversight and approval, delegates and assigns work to staff or outside contractors. Trains and directs maintenance support staff. May provide back-up coverage for independent housing buildings when the assigned maintenance/janitorial employee is not available. Performs daily rounds and inspections; implements preventive maintenance plans. Consults with, provides oversight and manages outside vendors selected to work on building systems/equipment. Assists in projection of capital improvements and implementation of quality assurance at assigned property. Oversees and participates in both administrative and day-to-day maintenance/janitorial operations of assigned building.
In accordance with established standards, procedures, and professional practices, installs, maintains, operates, repairs, and services equipment, heating, ventilation, air conditioning, machinery, physical structures, plumbing, electrical systems, and grounds to ensure safe, healthy, and efficient environments and building operations to designated buildings.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Assess situations and performs work related to mechanical, plumbing, electric, HVAC and Building Envelope, relevant to assigned Agency building. Works with Independent Housing maintenance/janitorial staff, contactors, and other designated service providers to assign and delegate work as necessary.
Works with the Housing Building Manager in the planning and coordination of work assignments to maintenance/janitorial staff.
Works with Housing Building Manager to establish work priorities and strives to optimize the utilization of all resources. Manages expenses in a cost efficient/fiscally responsible manner.
Maintains appropriate documentation for preventive maintenance, compliance, and safety issues.
Maintains and improves the quality and integrity of the Agency standards through team discussion and work activities. Participates in Agency work groups or task teams relating to impacting the program or services.
Ensures that assigned areas are maintained in accordance with designated standards.
Organizes and participates in appropriate safety drills in accordance with applicable regulations.
Services, operates, and maintains facility heating, cooling, electrical, plumbing, kitchen, and other mechanical equipment, and physical systems and structures following prescribed procedures.
Visually inspects and tests machinery and equipment.
Listens for unusual sounds from machines, equipment, or building systems to detect malfunction and discusses machine operation variations with supervisory staff to diagnose problems for repair.
Makes routine repairs to building systems and structures, machinery, equipment, or grounds.
Works with Housing Building Manager and maintenance and janitorial staff in the preparation of any building related inspections performed by regulatory agencies, including REAC.
Dismantles defective machines and equipment and installs new or repaired parts.
Cleans and lubricates shafts, bearings, gears, and other parts of machinery.
Performs preventive maintenance on equipment and building systems and structures.
Installs and repairs electrical apparatus’, such as transformers, wiring, and electrical components of machinery and equipment.
Assembles, installs, and maintains pipe systems, repairs and replaces gauges, valves, pressure regulators, and related equipment.
Installs, programs, and repairs automated machinery and equipment such as heating and air conditioning controls.
Supervisory Responsibilities:
Receives direct supervision from the Director of Affordable Housing. Also may receive instruction from Housing Building Managers. Provides supervision in accordance with CJE’s policies and applicable laws. Responsibilities include interviewing, training and direction of maintenance-related staff including Independent Housing Maintenance Assistant, Assistant Engineer “A”, Assistant Engineer “B”, Exclusive Head Janitor and Housekeeping staff.
Corporate Compliance:
Responsible for overall compliance with federal, state and local laws, rules, regulations, standards, and adherence of safe work practices. Responsible for detection and reporting of non-compliance and for staff attendance at required in services.
Exposure to bloodborne pathogens is likely to occur in this position.

Education and/or Experience:
Bachelor Degree in Engineering Related Field
Stationary Engineer License preferred.
Minimum two (2) years related experience in healthcare, hospital.
Knowledge of HUD, NFPA and OSHA regulatory codes.
Knowledge of spreadsheet and word processing software required
Knowledge of OneSite Maintenance software preferred.
Working knowledge in the operation and maintenance of HVAC, boiler, machinery, and equipment and knowledge of plumbing, carpentry, painting, mechanical and electronic repairs.
Must have reliable transportation in order to travel to various local buildings.
Language Skills:
Ability to read and comprehend simple instructions, correspondence, and memos. Ability to write correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Bi-lingual in Russian and English is a benefit.
Certificates, Licenses, Registrations:
Certifications in boilers, plumbing, heating and air conditions recommended.
