Summary
As a EO INVESTIGATOR BI-LINGUAL (RUSSIAN) at the GS-1860-9, you will be part of NEW YORK DIST OFFICE, Equal Employment Opportunity Commission. If selected, you will be responsible for the broad range of investigative duties for all statutes and regulations enforced by the EEOC in order to achieve office goals, and to effectively contribute to the EEOC’s mission to enforce the laws that prohibit employment discrimination.
Responsibilities
Enforces all of the Federal statutes and regulations under the jurisdiction of the Commission.
Receives inquiries and charges/complaints of employment discrimination in person, by phone or mail.
Conducts a preliminary review of information gathered to determine whether the Commission has jurisdiction and either discharges the case or recommends further investigation.
Plans and conducts investigations that involve individual or class employment discrimination charges, including complex cases that may involve multiple bases and issues.
Writes investigative plans that identify the bases, issues, applicable legal theories, scope of investigation, types of evidence required, potential sources of evidence, and investigative techniques to be employed.
Gathers evidence through witness interviews, affidavits, written requests for information, leads developed by the investigator, research, and when appropriate, administrative subpoenas.
Conducts on-site investigations during which the respondent’s facility is inspected, witnesses are interviewed, and personnel and other records are examined and copied.
Communicates effectively with EEOC customers by speaking, writing, and translating information from the Spanish language to the English language and vice versa.

Qualifications
For the GS-9: You must have one of the following:
Possess at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service. Specialized experience that included gathering documentation and evidence through witness interview; verbally explaining the process of a case; organizing data and records of evidence; and writing portions or reports which involve findings and recommendations.
Have successfully completed at least two full years of graduate level education (36 semester hours, 54 quarter hours or equivalent) OR master’s degree OR LL.B. OR J.D. in a field of study directly related to the work of this position as described in the vacancy announcement.
Possess a combination of specialized experience and graduate education beyond the first year of graduate study that together meet the requirements for this position.
In addition to meeting one of the above qualifications, you must also:
Speak, write, and translate fluently Russian to English and English to Russian.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS- 9 level.
