1. Purpose of the Position
To support WHE Ukraine, as well as national health authorities and health care professionals, by preparing risk communication and creating community engagement related to COVID-19 vaccination, and to any potential crisis related to an adverse (“safety”) event that may occur following COVID-19 vaccination in line with NDVP National deployment and vaccination (NDVP) planfor vaccination.
2. Organizational context
The mission of WHO’s Health Emergencies (WHE) Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
In the WHO Country Office Ukraine, the WHE programme is responsible, among other things, for effective emergency risk communication preparedness and response for COVID-19 vaccination roll-out.
During the COVID-19 global emergency, the programme is leading on advocacy, communication and ERC preparedness and response in Ukraine.
3. Description of duties (deliverables should be specific, result-oriented price of work, on a time-bound basis)
1. Update existing Ukraine Country Crisis Communication Framework related to COVID-vaccination
2. Produce and update regularly a detailed work plan related to the WHO COVID-19 vaccination communication activities
3. Manage two-way listening and rumour monitoring systems related to COVID-19 vaccination such as:
- Mass and social media monitoring, logging and keeping track of rumours
- Engage key influencers in target communities as well as partner focal points to obtain rumours, concerns, questions and other relevant feedback on an ongoing basis
- Use results of Ukrainian Behavioral insight study to adjust messages and strategies
4. Produce and disseminate tailored public health messages about COVID-19 vaccination through appropriate national/sub-national channels
5. Design and implement risk communication response measures to influential rumours with potential public health impact, coordinating with partners and technical colleagues as needed:
- Tailored national communication campaigns with focus on the health workers
- Social media (digital) campaigns with focus on the health workers
- Translate and share WHO communication guidance/ infographics related to COVID-19 vaccination with partners
6. Facilitate any “safety event” related to COVID-19 vaccination from communication side: support with messages, evidence-based information, algorithms, press statements
7. Track communications partnership commitments related to COVID-19 vaccination
4. Recruitment Profile
Functional Knowledge and Skills
- Qualified communications specialist with a solid background in public relations.
- Experienced in crisis communications
- Expert at aligning communications with stakeholders’ vision and values.
- Experienced in networking with media outlets to get the right messages out, and up
- Ability to adapt, develop, produce and disseminate basic risk communication products such as press-releases, social items.
- Familiarity in the public health and vaccination fields.
- Communications specialist with a background working in international organizations.
Education Qualifications
Essential: University degree in communications, marketing, journalism or related fields.
Desirable: Education in Public Health disciplines.
Experience
- Minimum 5 years of experience in risk communications.
- Experience in the field of communication in Ukraine
- Experience in the field of public health in Ukraine.
- Work experience in WHO or another international public health organization.
- Work experience related to immunization activities.
Languages
Essential: Fluency in Ukrainian, Advanced English
Desirable: Russian

Remuneration is based on classified requirements of the Terms of Reference of the Individual Consultant Contract with related academic and professional experience applied for the grade in accordance with WHO’s consultant’s pay band ranges.
