The Racial Equity, Diversity & Inclusion Manager (REDI) will provide strategic leadership in collaboration with City leaders and staff to develop an equity framework that guides how the City addresses the issues of systemic racism, diversity and inclusion. Reporting to the Assistant City Manager, the REDI Manager will be a thought-leader and change agent, engaging with City leadership to facilitate desired policy and program changes to achieve better outcomes for all. This work is focused on eliminating Brooklyn Park’s racial and place-based disparities.

Essential Duties and Responsibilities
Strategic Visioning
Develop strategic vision and provide leadership and direction for advancing racial equity, diversity and inclusion at the City of Brooklyn Park and for the Brooklyn Park Economic Development Authority (EDA).
Lead and facilitate the work of the City’s internal Racial Equity, Diversity and Inclusion Committee.
Facilitate the alignment of internal racial equity, diversity and inclusion initiatives and programs.
Support City leadership in the establishment of city-wide equity principles
Research, develop, recommend, and implement creative strategies to foster organizational racial equity, diversity and inclusion goals.
Contribute to the EDA’s strategic planning and implementation of economic inclusion strategies.
Manage key strategic cross-departmental projects and initiatives related to racial equity.
Building Capacity
Provide and/or facilitate training and support to City leadership, staff, Council, and Commissions regarding racial equity, diversity and inclusion principles and initiatives.
Serve as a change agent within the organization and a resource to fellow City staff and officials in identifying and removing structural bias and inequities in City policies, programs, and services.
Assist staff in ensuring equity and inclusion is considered for new and existing programs and policies by developing toolkits and providing data, support, and recommendations.
Advise and support the City’s Employee Affinity groups
Serve as the Staff Liaison to the City’s Human Rights Commission and provide guidance to City commissions or committees as needed for the advancement of racial equity, diversity, and inclusion.
Accountability and Metrics
Work with departments to develop performance indicators and progress benchmarks to ensure accountability towards equitable delivery of City services.
Collect, analyze, and present data measuring the City’s progress on operationalizing equity and improving outcomes for residents of Brooklyn Park.
Minimum and Desired Qualifications
Education
Bachelors degree in Public Administration, Industrial Relations, Business Administration, Human Resources Administration, Communications, Social Work/Social Sciences or a discipline related to race and equity.
Experience
Five years of progressively responsible experience in the management, direction and oversight of equity and inclusion programs, including experience in a lead role creating transformational change in a complex organization preferably in a public sector environment.
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Demonstrated commitment to furthering racial equity, diversity and inclusion.
Strong interpersonal skills and comfort working with and influencing others at all levels of the organization
Skilled in project management, strategic planning, continuous improvement, facilitation and evaluating performance measures.
Knowledge of performance measures and data analysis
Demonstrated ability to relate to and work effectively with people from diverse cultural, socioeconomic, racial and ethnic backgrounds.
Ability to provide a level of customer service that meets/exceeds customer expectations.
Embrace and engage in Continuous Improvement efforts.
Desired Qualifications
Successful record of influence, community building, networking, and deploying programs for diversity and inclusion, preferably in the Twin Cities metro area.
Experience in employing effective problem solving and leadership skills to bring about transformative change in an organization.
Previous work experience or active community involvement in the Twin Cities metro area.
Previous experience with government agencies, non-profit or public sector.
Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).

Anticipated Work Schedule: This is a full-time, exempt, non-union position that will work a flexible 40-hour work week with some evening meetings.
