Context:
Migration from Mexico and Central America to the United States is a longstanding and complex
phenomenon. In January 2021, the new United States government created an inter-agency
“Family Reunification Task Force” (FRTF) to reunify 3,900 parents/guardians currently in
Guatemala, Honduras, El Salvador and other countries with their children in the United States.
Under the direct supervision of the IOM Washington, D.C. Chief of Mission, the incumbent will
oversee implementation of the FRTF’s family reunification efforts. The position will be based in
Washington, D.C., and will coordinate the activities and relevant IOM staff in the US and the
beneficiaries’ home countries.
For beneficiaries who want to be with their children in their home country, IOM will facilitate the
children’s assisted voluntary return, while ensuring compliance with child protection standards.
For beneficiaries who want to join their children in the U.S., IOM will assist their visa applications
for “humanitarian parole”, facilitate their travel documentation, offer pre-departure orientation,
and provide flights and movement assistance to join their children.
Core Functions / Responsibilities:
1. Maintain close liaison and coordination with key stakeholders, including all IOM Country
Offices, the San Jose Regional Office, IOM Headquarters, the donor (DHS), local US
Embassies and other U.S. government entities.
2. Provide daily program management for staff in all Country Offices; supervise activities to
ensure swift and humane family reunification.
3. Monitor project implementation to identify problems; pro-actively offer suggestions and advice
regarding improvements in implementation, and initiate improvements as needed; analyze
progress and implementation reports to identify and document significant events, decisions,
problems or deviations.
4. Ensure adherence to all IOM and donor guidelines and regulations and identify and manage
both internal and external risks.
5. Lead and develop staff; provide continuous training and promote inclusion into training
programmes; assist with interviewing and selecting program staff.
6. Prepare regular and ad hoc reports, briefings, background information, narratives, and
statistics as necessary and required for external and internal use.
7. Aid with internal investigations where required.
8. Undertake field visits and duty travel to provide oversight and training, to implement and
monitor project activities, and to meet project counterparts.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Social or Political Science, Law and /or Business Administration from an
accredited academic institution with seven years of relevant experience, or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in developing, managing and implementing resettlement, immigration and visa, or
assisted voluntary return programmes, with IOM or international organizations preferred;
- Experience with regional and/or global programs across multiple missions and offices within
IOM or other international organizations;
- Experience working with human rights and protection issues, particularly with regards to child
protection, voluntary return or resettlement;
- Experience in case management and provision of social services to vulnerable populations,
including U.S. Health and Human Services (HHS) activities within the United States;
- Experience in liaising with government authorities, international organizations,
non-governmental organizations (NGOs), and press/media (both online/print and TV/video
media); and,
- Work experience in Central America is an asset.
Skills
- Strong knowledge of and commitment to gender equality and human rights;
- Proven liaison and negotiation skills;
- Excellent written and oral communication skills;
- Sound knowledge of programme development, monitoring and management, including the
PRIMA system;
- Strong strategic and creative thinking;
- Personnel commitment, efficiency, flexibility, drives for results, and open management style,
and
- Familiarity with IOM administrative procedures, structures, rules and regulations, including
accounting, financial monitoring, human resource management, and procurement.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written).
For this position a strong working knowledge of Spanish is a distinct advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
