The Program Officer is an integral part of a team who provides strategic and administrative support to the management of assigned programs. PO will be supporting the development of project work products, to include but not limited to, program timelines, budgets, reports, overseeing planning and day-to-day operations, and supporting field-based staff. The Program Officer will be responsible for ensuring that the programs are meeting the necessary compliance requirements.

Your Background & Skills
A Bachelor’s degree related to international development.
3+ years of experience in relevant field
Proven experience managing multiple administrative tasks in a demanding, time sensitive work environment
Excellent writing and editing skills.
Experience conducting research and ability to proficiently articulate findings in the English language.
Proactive and comfortable with contemporary digital platforms for collaboration and communication.
Proficient in Microsoft office products, including and especially Excel.
Clear, succinct, and compelling communication skills, both oral and written.
Strong knowledge of the operating environment in Eastern Europe, especially in Ukraine.
Detail-oriented with ability to multitask and prioritize in a fast-paced working environment.
Proven communication and organizational skills with demonstrated cross-cultural sensitivity.
Ability to work in a team environment, including team members in multiple time zones.
Excellent ability to remain flexible while adhering to strict deadlines. Outstanding presentation and interpersonal skills.
Speaking, reading and writing proficiency in English required.
Knowledge of Ukrainian and/or Russian language will be considered as an advantage.
You must have unrestricted authorization to work in the United States.
Your Daily Tasks
Oversee and provide support in implementation of programs in the Communities and Governance Practice.
Provide day-to-day operational support to project team and field-based staff.
Coordinate and ensure communication between HQ and field-based staff, connect the field with relevant resources at HQ when needed.
Support the development of project deliverables, to include but not limited to, collecting information about activities implemented in the field, creating and/or reviewing and contributing to internal and donor reports, and supporting other products/documents as identified.
Draft complex documents, including program reports and evaluations.
Develop program materials, including research and design of training workshops and training manuals.
Manage and monitor programs to ensure high quality program deliverables and results are being met.
Assist with program monitoring including with internal indicator tracking.
Select and hire consultants as necessary; draft and finalize contracts with consultants, in coordination with the field team; approve/process payments for the consultants.
Maintain effective relations and coordination with program donors and partners.
Draft and finalize contracts for the English Language Resident in coordination with the field team.
Liaise with GCO to resolve issues of compliance with IREX policies and procedures and funder regulations for programs responsible.
Ensure all fiscal and performance activities are in compliance with IREX policies and procedures and funder regulations.
Review field monthly financial spending and monitor budgeting. Lead and ensure all fiscal and performance activities are in compliance with IREX policies and procedures and funder regulations.
Manage all areas of budgets, including analyzing projections vs actuals, forecasting and recasting, and preparing modifications (realignments, cost and no cost extensions).
Monitor subgrants with international and national partners.
Contribute to program M&E including design, data collection, analysis and M&E tool development.
Train junior staff to work with funder and IREX policies, tools, and resources.
Recruit staff to support program needs.
Contribute to new business development efforts, including assessments and proposal writing.
Coordinate program publicity and outreach, including producing regular news and program updates; and promoting program successes to a variety of audiences.
Support program start-up and close-out activities as needed.
Provide supervision, mentoring and guidance to interns, program associates and program coordinators.
Other programmatic and administrative duties as needed.
