So, we’ve embarked on an incredible journey to examine every facet of how we deliver services to our incredibly diverse patron base. The pandemic served to reinforce that we were on the right path to creating a better, more responsive management structure that would allow us to deliver services our patrons need more efficiently and effectively.
Our journey has led us here and we’re inviting you to join us as we travel onward.
Multnomah County Library is currently seeking experienced leaders to join us as Library Regional Managers.
The Library Regional Manager is the senior leader for one of five identified regions in our library system. These are new, redefined regions for our system and join together branches within distinct geographic areas who share commonalities such as patrons, circulation, and outreach opportunities. As a Library Regional Manager, you are responsible for operations of your assigned region, which may include up to three separate library locations. You demonstrate good stewardship of library resources through the modeling of inclusive and equitable behavior, keeping race and intersectionality at the center of all you do.
In consultation with other stakeholders and leaders, you plan, organize, manage, administer, coordinate, and review budgets, library programs, activities, services, and outreach for your assigned region while ensuring such activities align with library priorities. You also direct and supervise Library Administrators, Library supervisors and regional staff who will support multiple library locations. You work with those managers and frontline staff to provide services to library patrons at neighborhood library locations within your purview.
You also collaborate with other regions, systemwide services and other stakeholders in planning, decision making, and coordination of services. Specifically, you work closely with other Regional Managers, Library Human Resources, Community Services Leaders, and the Location Services Director.
We currently have two Regional Manager positions available:
Central Regional Manager:
Central library, located in downtown Portland, serves a diverse community. Patrons travel from all over Multnomah County to visit this historic “crown jewel,” join cultural and literary events, and access our comprehensive collection. As Multnomah County shifts priorities and resources to better meet the needs of those who need us most, so are we. We are examining how we can realign our spaces and services to suit the our most vulnerable patrons. At Central library, this includes a focus on Black and Indigenous patrons, patrons who speak Chinese and Spanish, and patrons experiencing houselessness or poverty.
The Central Regional Manager is the leader of the Central Management Team, which is made up of six library administrators. You have oversight of the facilities work for the physical building and the planning and expenditures for this branch with a $14 million annual budget. In the coming months, you will collaboratively lead Central staff and management through an upcoming restructure of work teams which begins to realign services and staff to better meet the needs of those who need us most.
Mid-County Regional Manager:
The Mid-County region in Multnomah County includes the Holgate, Rockwood and Midland libraries which are situated in the mid to eastern part of Multnomah County crossing the I-205 corridor. These locations serve a very diverse patron base and include staff with specific language and cultural skills to serve the Black community as well as Chinese, Russian, Spanish, and Vietnamese speaking communities.
The Mid-County region reaches across multiple school districts serving youth who attend Portland Public Schools, David Douglas, Reynolds, Parkrose and Centennial School Districts. Midland Library is the largest library in the region at 25,000 square feet with Holgate and Rockwood serving as smaller neighborhood library locations. Both Midland and Holgate Libraries will undergo capital improvements and renovations as part of the library bond project passed by voters in 2020.
The library is open and welcoming to all members of our community, including individuals who may be encountering hardships or challenges that affect their behavior and interactions. This position requires someone with the ability to work respectfully and capably with people from all backgrounds and age groups. You must demonstrate a positive attitude, excellent interpersonal skills, cultural sensitivity and a sense of humor while working with customers, co-workers and community. In providing customer service, you may encounter situations that require de-escalation or assistance from a supervisor or person-in-charge. Your ability to exercise quick and mature judgement in dealing with potentially disruptive, physically dangerous or abusive customers and emergencies is crucial.

To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills:
Bachelor’s degree or the equivalent practical experience.
Five (5) years of increasingly responsible and major program experience in libraries or social work, including three (3) years of program supervisory and/or leadership experience including experience with scheduling and evaluating staffing levels.
Ability to effectively evaluate program needs, develop policies and write plans to implement short and long term program goals.
Ability to demonstrate tact, diplomacy and leadership.
Ability to communicate effectively, both in writing and verbally and make effective public presentations through virtual and in-person engagement.
Ability to gain cooperation and support through discussion and collaboration.
Familiarity with operations of a large public library system.
An understanding of library outreach principles, practices and procedures.
Ability to collaborate with and lead staff who provide readers’ advisory and manage curated outreach collections.
Knowledge of the fundamentals of and principles of library science discipline, including understanding of library philosophy and service, trends and best practices in the profession.
Ability to lead, model and support an environment and equity and inclusion that includes an understanding of the impact of racism and oppression.
Ability to pass a criminal records check, should a job offer be extended and not currently employed by the library. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.
Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.
Master’s degree in Library Science from an American Library Association accredited college or university or an advanced degree in social work or a related field.
COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception by October 18, 2021 as a qualification of employment.
The rule applies to all employees, as allowable by law. Candidates who receive an offer of County employment must provide proof of vaccination upon hire or submit an exception request prior to their start date.
