Working under general direction from the Chief Economic Development Officer, you’ll manage the City’s Arts & Culture Program and oversee work to develop an arts district, a cultural corridor along the Grand Connection, and be the main point of contact at City Hall for artists, cultural organizations, and creative businesses. Bellevue is home to an impressive community of creatives focused on art, architecture, craft, design, music, performing arts, and the digital arts.

Essential Job Functions
Develop and manage implementation of plans, programs, and procedures to achieve the City’s cultural policy objectives and nurture the Eastside’s cultural vitality.
Oversee funding and implementation for a variety of community resources and capacity building programs like the Eastside Arts Partnerships, Power Up, and Special Projects Grants.
Be the staff liaison to the Bellevue Arts Commission by establishing meeting agendas, generating meeting materials, and providing expert recommendations to the Commissioners.
Provide technical assistance to Bellevue’s artists, arts entrepreneurs, and cultural organizations.
Oversee the City’s public art investments and over 90-piece public art collection.
Serve as a Project Manager for major initiatives like Bellwether, the Cultural Compass, and large public art installations.
Act as a liaison to a variety of cultural events, festivals, and other activities on the Eastside.
Work with groups like the Bellevue Chamber of Commerce, Bellevue Downtown Association, and Visit Bellevue to improve visibility for cultural programming and attract new participants.
Serve on cross-departmental teams as the subject matter expert on arts, culture, and creative industries.
Prepare and monitor the annual budget and seek alternative funding sources as needed.
Coordinate activities with other City departments, advisory bodies, and external partners.
Prepare and deliver presentations to public committees, City Council, and outside groups on an as needed basis.
Supervise and mentor program employees and outside contractors to ensure performance measures are met and staff is positioned for long-term success.
Qualifications
Education and Experience
Bachelor’s Degree from an accredited four-year college or university in arts administration, fine arts, business administration, communications, public administration, or a related field.
Five or more years experience managing a combination of cultural programming, public art programs, and/or grant programs, preferably in the public sector.
Familiarity with Microsoft Office, Adobe Creative Suite, Survey Monkey, Mailchimp, and other digital tools.
Fluency in Japanese, Mandarin, Russian, and/or Spanish is a plus.
PMP, PgMP, ACP, Scrum Master, or similar certification is a plus.

Knowledge, skills, and competencies
Knowledge of the business of art, including the needs of artists, emerging trends in the creative sector, economic drivers of creative businesses and the non-profit ecosystem.
Experience administering grants and other arts funding programs.
Experience managing and delivering public art projects and public art installations.
Experience developing arts districts, cultural marketing campaigns, and public-private partnerships is highly desirable.
Project Management: Experience using PMI or similar methodology for project management is highly desirable.
