Org. Setting and Reporting
The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.
Through USOAP, the Bureau is responsible to identify safety deficiencies in Member States by conducting various USOAP activities such as safety oversight audits and ICAO Coordinated Validation Missions (ICVMs), assess associated safety risks, and develops assistance strategies. It is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system. The Bureau has a responsibility for the delivery of USOAP training courses including the development of e-learning activities to support the programme. The success of the USOAP Continuous Monitoring Approach (CMA) is therefore, dependent upon technical experts from ICAO, Technical Co-operation Bureau (TCB), Member States and international organizations, being trained and maintain their currency in the USOAP CMA methodology.
The incumbent will report to the Deputy Director, Monitoring and Oversight Branch, Air Navigation Bureau (DD/MO/ANB) and is responsible for the overall effective operation and administration of USOAP CMA within the guidelines of the Quality Management System (QMS) and within the Safety and Air Navigation Oversight Audit (OAS) Section and for the conduct of the continuous monitoring activities in accordance with Doc 9735 — Universal Safety Oversight Audit Programme Continuous Monitoring Manual. S/He works independently in order to provide advice and prepare accurate and timely reports to support all work programmes.
Responsibilities
Function 1 (incl. Expected results)
Leads and manages the staff of the Section, achieving results such as:
- Work with OAS staff to ensure the standardization and quality of USOAP CMA on-site and off-site activities and to foster innovation as needed.
- Maintain the highest level of ethics as well as harmonious relationships internally within the OAS Section as well as when interacting with other stakeholders, in line with ICAO core values and principles and in particular the ICAO Framework on Ethics and related documents.
- Provide relevant initial, recurrent and specialized training to OAS staff.
- Mentor and guide OAS staff to enhance their technical and soft skills and to contribute to staff development in general.
- Manage the performance of OAS staff.
- Coordinate OAS resources to ensure effective and efficient functioning of the OAS Section.
Function 2 (incl. Expected results)
Manages and participates in the implementation of the ICAO Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) on-site and off-site activities, achieving results such as:
- Participate in USOAP CMA on and off-site activities as team leader or team member.
- Periodically review and evolve the methodologies used for the USOAP CMA activities, in line with developments in aviation safety and safety oversight as well as in auditing and assessment techniques.
- Support the delivery of all planned USOAP CMA on-site and off-site activities within the prescribed time frame and within the approved programme deliverables.
Function 3 (incl. Expected results)
Supports MO-wide activities, achieving results such as:
- Support the development and update of the USOAP CMA activity plan.
- Ensure the implementation, and support the maintenance of the Quality Management System within the OAS Section and support the MO risk management process.
- Support the preparation and management of the MO budget.
- Participate in the Monitoring and Assistance Review Board (MARB) in accordance with established terms of reference.
- Support the continuous evolution of the USOAP CMA.
- Support the development of reports and working papers for the Secretary General, the Assembly, ICAO Council and the Air Navigation Commission, on the activities of the USOAP CMA.
- Support the conduct of analyses of results of USOAP CMA activity.
Function 4 (incl. Expected results)
Liaises with, and facilitates cooperation with States and International and regional organizations in areas of mutual Interest, achieving results such as:
- Liaise with ICAO Member States on issues related to the USOAP CMA, in particular in connection with on-site and off-site activities of the State concerned and related State action plans.
- Liaise with State’s administrations and other organizations, which have entered into an agreement with ICAO to assist the USOAP CMA by contributing experts or funding to ICAO safety oversight on-site activities and assignments.
- Liaise with ICAO Regional Offices (ROs), as required, on the functions to be carried out by the RO in relation to the USOAP CMA.
- Advance and support the interests of the USOAP CMA and enhance the level of sharing of information to continuously enhance the relevance and efficiency of the USOAP CMA.
- Conduct briefings and presentations within ICAO and to outside bodies.
- Represent ICAO in international and regional safety oversight-related meetings, conferences, symposia, and other events.

Competencies
Professionalism: Advanced knowledge of safety oversight and safety management (State Safety Programme and Safety Management Systems). Knowledge of the USOAP CMA as well as of the Convention on International Civil Aviation, ICAO Standards and Recommended Practices (SARPs) and associated guidance materials. Education
Essential
An advanced level university degree (Master’s Degree or academic equivalent), preferably in aeronautics, or in a related field.
Desirable
Qualification as team leader or team member in one or more types of USOAP CMA activities.
Work Experience
A minimum of twelve (12) years’ experience in senior positions in the field of aviation safety with an international or regional organization, national government, or aviation service provider is required.
A minimum of five (5) years’ experience in a State authority or Regional Organization as an inspector (in airworthiness, aircraft operations, personnel licensing, aerodromes, air navigation services) or as an aircraft accident and incident investigator is required.
A minimum of five (5) years’ experience as audit team leader or team leader in an aviation-related field is required.
Experience in managing and supervising a diverse team is desirable.
Experience in the development and delivery of training is desirable.
Experience in conducting and delivering services to international meetings is desirable.
Languages
Essential
Fluent reading, writing and speaking abilities in English.
Desirable
A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
Assessment
