We are excited to announce a new limited duration position for a Community Vision Project Manager to join the Public Engagement Team. In this position, you will perform general project management of the Community Vision including working with the Vision Advisory Committee (VAC) on timeline, oversight and implementation, outreach to underrepresented communities, facilitation and coordination of volunteers.
Beaverton’s Community Vision is a citywide project with input from community members that provides a framework for helping to determine what kind of community we want for the future. The Visioning Advisory Committee (VAC) is a volunteer group that leads community outreach efforts and promotes the City’s citizen-based visioning process. This is an exempt, Management-2 position. This is a limited duration position to be effective from August 2021 to MONTH YEAR. There is one vacancy.

Responsibilities
Depending upon assignment, the incumbent may perform a combination of some or all of the following duties:
Serve as a member of the City Services and Engagement Management Team and the Public Engagement team, reporting to the PED Division Manager.
Be a liaison to the Vision Advisory Committee (VAC), including but not limited to attending all meetings, securing meeting space, adhering to public meeting law and working with Neighborhood Program.
Coordinate and schedule regular project updates with City Council, Department Heads, and Staff Project Managers.
Coordinate and integrate community goals and specific programs/projects/policies for action items in conjunction with departments.
With the VAC, create and execute an outreach plan to include event attendance, facilitate meetings and focus groups with community organizations, other boards and commissions and community members for feedback on vision goal setting and theme teams.
Create a cultural liaison ambassador community advisory sub-committee to conduct outreach to communities of color and other underrepresented groups (recruitment, stipends, facilitate regular meetings, outreach schedule, analysis of results, incorporation into goals and theme teams).
Create theme teams with the VAC, other community members and partners once broad goals are set (or work with consultant/facilitator) to build out action items for each goal. Facilitate meetings, analyze output, organize into readable format, integrate departments.
Liaison with Marketing Team for city distribution strategy and analysis to complement/support VAC efforts. Liaison with Public Involvement and other Public Engagement and CSE programs.
Coordinate a racial equity lens review of the visioning process and final plan utilizing the Government Alliance on Racial Equity (GARE) tool.
Create intersections with city plans (eg., Diversity, Equity and Inclusion Plan, Climate Action plan)
With the VAC, assess partner list, including research and connecting on behalf of the city; determine methods of outreach (focus groups, meetings, utility of the vision, determining useful feedback for each partner), updating action items, design follow up process.
Prepare budget for community vision, monitor budget, authorize payments.
Develop a Community Vision public facing and intraweb site outlining plans, data and methods for historical purposes.
Manage consultants hired for outreach.
Research other city visions for best practices and integration into city work
Research other city Public Engagement Plans, create a framework with community and staff input (possible committee) and write a new Public Engagement Plan for the City of Beaverton.
Other City Services and Engagement projects as assigned and available.
Coordinate administrative aspects for the VAC outreach such as determining schedules, setting up meetings, volunteers, supplies, reservations and logistics.
Create a workplace that promotes the organizational values of workplace diversity, equity and inclusion.
Assist in creating a positive and supportive work environment with a culture of teamwork and communication.
Actively promote an environment respectful of living and working in a multicultural society.
Perform duties outlined in the Project Manager 1 classification or other duties as assigned: Class Specifications.
Qualifications
THE IDEAL CANDIDATE WILL:
Have demonstrated experience in successful community outreach.
Have knowledge of project management techniques, project budgeting and volunteer coordination.
Have thorough knowledge of and/or extensive experience with Black, Indigenous, People of Color and marginalized communities, demonstrated by knowledge of the traditions, values, and customs of the community being served.
Be an effective communicator and excel at establishing and maintaining relationships with people from various backgrounds.
Thrive in a team environment which focuses on producing high-quality results.
Possess advanced computer skills in Microsoft Office programs and have the ability to analyze data.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in a related field
Four years of experience including at least 2 years of project management experience involving direction or coordination of contractors; OR
High School degree and five years of directly related experience in project management, facilitation and community engagement.
Ability to pass reference checks, a degree verification check, if applicable, drug screen and satisfy the requirements of a background check.
PREFERRED QUALIFICATIONS:
Bilingual Competency in English and any of the following: Spanish or Arabic or Korean or Vietnamese or Chinese or Russian or Japanese, including speaking, reading and writing.

Compensation
Salary Range: $5,967.01 – $7,997.17 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position.
The city pays the full retirement contribution to PERS; provides employees with an opportunity to participate in a deferred compensation retirement plan; makes available a public service loan forgiveness program and tuition reimbursement program; and offers excellent health, dental, vision and life insurance coverage.
