CON 2021 11 Consultant – Assessment of UNCT Cooperation on Migration and Sustainable Development – Homebased
Context:
This Consultancy will support the Global Programme on Making Migration Work for
Development (Phase III) funded by the Swiss Agency for Development and Cooperation and
jointly implemented by IOM and UNDP. The programme has a global focus with direct country
level implementation in Ecuador, Morocco, Nepal, Serbia, Senegal and Tunisia and association
with Bangladesh, Jamaica, Kyrgyzstan, Moldova and the Philippines.
The Programme aims to further solidify results and achievements reached to date and help
translate policy-oriented and process driven actions into concrete results on the ground.
Specifically, migrants and communities will be able to exert positive development impact from
migration through more coherent and results oriented policies and implementation mechanisms
and stronger involvement of local authorities, private sector and diaspora and global advocacy.
The results and lessons learnt from this phase will continue to be fed into relevant global
dialogues and the UN Network for Migration for enhanced global understanding of how to
effectively ensure policy coherence in migration governance for development.
The main purpose of this consultancy is to assess the level of UNCT cooperation on migration
and sustainable development issues and the level of integrating migration into CCAs, UNDAFs,
UNSDCFs and other international development cooperation frameworks in the countries of the
Global Programme on Making Migration Work for Sustainable Development.
Under the overall supervision of the Head of the Migration and Sustainable Development Unit
and direct supervision of the Programme Officer, the successful candidate will be responsible
for conducting a comprehensive analysis of the level of UNCT cooperation on migration and
sustainable development issues and the level of integrating migration into CCAs, UNDAFs,
UNSDCFs and other international development cooperation frameworks in the Global
Programme countries. This assessment will contribute to the data collection for the indicators of
the global level outcomes of the Global Results Matrix and determining the progress on the
indicators by the end of the programme implementation. In addition, the assessment will
contribute to better understanding of the main barriers and challenges for implementation of the
national policies and plans developed in the previous phases of the Programme to inform the
development of the sustainability and handover strategy for the Global Programme.
Core Functions / Responsibilities:
1. Conducting desk review of existing materials, knowledge products and reports on existing
UNCT cooperation on migration and sustainable development issues, incl. CCAs, UNDAFs,
UNSDCFs, VNRs, programme documents, other reports if/where applicable.
2. Developing the detailed methodology of the study, incl. assessment criteria and tools.
3. Conducting bilateral interviews or small focus group discussions with the Focal Points from
the Programme Countries, Programme Management Unit, representatives of the government,
policy practitioners and selected experts.
4. Analyzing the results of the assessment and developing draft report for each country that
outlines current level of UNCT cooperation on migration and sustainable development issues.
5. Presenting the results of the assessment during the final validation workshop with the PMU,
Focal Points, key thematic specialists and experts from IOM, UNDP and SDC.
6. Based on the results of the presentation, develop a final consolidated report.
Tangible and Measurable Outputs of the Work Assignment:
1. Detailed methodology of the assessment which includes assessment criteria and tools,
proposed sampling, questionnaires, and interview guides to be used, templates, etc.
2. Global baseline in the form of an updated global results monitoring framework (in
collaboration with M&E Officer).
3. Report for each country that outlines current level of UNCT cooperation on migration and
sustainable development issues and the level of integrating migration into CCAs, UNDAFs,
UNSDCFs, VNRs, other reports and recommendations for moving forward with further policy
support and capacity development.
4. Short summary on key findings and main recommendations for the Programme on improving
sustainability of the actions.
5. Presentation of key findings of the assessment.
6. Preparing final version of the report based on the feedback received.
Realistic Delivery Dates and Details as to how the work must be delivered:
1. Detailed methodology of the assessment which includes assessment criteria and tools,
proposed sampling, questionnaires, and interview guides to be used, templates – by 10th
October 2021.
2. Global baseline in the form of an updated global results monitoring framework – by 10th
November 2021.
3. Report for each country that outlines current level of UNCT cooperation on migration and
sustainable development issues and the level of integrating migration into CCAs, UNDAFs,
UNSDCFs, VNRs, other reports, and recommendations for moving forward with further policy
support and capacity development – by 10th December 2021.
4. Short summary on key findings and main recommendations for the Programme on improving
sustainability of the actions – by 10th December 2021.
5. Presentation of key findings – by 10th December.
6. Final consolidated report on gap and barriers analysis and assessment of UNCT cooperation
mechanisms for improved integration of migration issues into sustainable development
programming and actions – by 31st December 2021.
Performance indicators for evaluation of results
- Satisfactory completion of tasks indicated in these ToRs.
- Quality of the elaborated analysis.
- Timely delivery of drafts and deliverables as indicated these ToRs.
- Final deliverables reflect inputs of all parties consulted.
- For the reports, compliance with IOM House Style Manual; IOM Brand Guidelines, IOM
Guidelines on Research Report Writing, IOM Spelling List (2018) as well as IOM Data
Protection Principles.
Required Qualifications and Experience:
Education
- Master’s degree in in Development Studies, International Relations, Social Science, Political
Science, Anthropology, Economics or a related field from an accredited academic institution with
ten years of relevant professional experience; or
- University degree in the above fields with twelve years of relevant professional experience.
Experience
- Extensive experience in social science or policy-oriented research, including development of
the methodologies, selection of appropriate tools and sampling, qualitative and quantitative data
collection and analysis;
- Proven experience in conducting institutional frameworks, policy and programme assessments
and reviews at the regional or global levels;
- Experience in working in the international development system in the context of migration and
sustainable development planning required, operational experience on addressing migration
and sustainable development issues desirable;
- Proven track record in publishing peer reviewed research articles in related fields (migration
and sustainable development, policy and programme research and analysis, etc.);
- Knowledge of specific migration and sustainable development contexts or working experience
in the Global Programme countries is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English, French and Spanish is required (oral and written). Working
knowledge of Arabic, Romanian, Russian or Serbian is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
