BACKGROUND
IFC’s Manufacturing, Agribusiness and Services (MAS) Department covers sectors which cater to basic human needs such as food, shelter, jobs, and health and education. They play a critical role in providing goods and services to consumers, creating jobs, contributing to government revenue, and stimulating growth through SMEs.
IFC’s priorities in MAS are: (i) increasing access to goods and services, with a particular focus on frontier countries and regions; (ii) building top sector expertise to make IFC the preferred partner for key clients, (iii) supporting local companies while improving their transparency, efficiency and sustainability; (iv) catalysing foreign investment; and (v) developing client, sector and country- level solutions which can be scaled and replicated with a special focus on climate change.
In January 2018 IFC has launched Ukraine Dairy Supply Chain Project. The Project’s goal is to create the required know-how and partnerships among dairy industry stakeholders in Ukraine with the aim to increase the cost-efficient output of high quality milk and to support the modernization of the milk processing industry and, as a result, to contribute to improving the competitiveness of the industry on global export markets. The Project is to be implemented in the following phases:
- the Pilot Phase is from 2018 to 2019:
- Phase 1: 2018,
- Phase 2: 2019,
- the Roll-out Phase (or Phase 3) is from 2020 to 2022.
The main goal of the Project activities during Phase 1 (2018) is to define and to design the profitable dairy farm reference models, which will incorporate best practices in dairy farming and will incorporate local specifics.
The main goal of the Project activities during Phase 2 (2019) is to test the profitable dairy farm practices selected (based upon the reference models designed by the Consultant), to develop a sustainable business model for a competence center and, finally, to validate the project concept.
The main goal of the Roll-out Phase (Phase 3, 2020-2022) is to facilitate the scale up of the improved dairy farm management practices with a large number of farmers via the competence center and the project partners/clients.
To this end IFC is hiring a Consultant (a firm), which will support the Project team on the evaluation of two existing dairy farm facilities and on providing conceptual designs as well as the drawing and specification for the selected designs of two small-scale dairy farms in Ukraine. Successfully tested designs will be incorporated into the dairy farm reference models for the respective farming segments in Ukraine.
SCOPE OF WORK
The scope of work would include, but would not be limited to, the following:
- Collect the business and functional requirements for the construction of a new farm (with a herd size of up to 1,200 cows), including:
- The long-term goals for the operations (a 10-year business plan);
- The CAPEX goals;
- The proposed animal genetics;
- The proposed animal diet;
- The Green Energy requirements;
- The CO2 emission requirements;
- The animal welfare requirements;
- The eco-efficiency requirements;
- The optimal internal logistics requirements;
- The staff count requirements;
- The reference (demo) dairy farm requirements
- Conduct an engineering assessment of the construction designs developed, including the drawings and any/all other supporting documentation, of a new farm, including:
- The proposed layouts of the existing buildings and the plans for these buildings;
- The proposed layouts for the milking dairy barns;
- The equipment that might be used in/for the dairy facility;
- The details of the proposed manure system;
These drawings should also include the guidance and specifications, which a construction team would need in order to ensure that they would be able to properly execute the construction project.
- Develop the conceptual design of a new dairy farm, including all of its infracturucture:
- The barns and outdoor pens;
- Milk collection and storage;
- Lighting;
- Ventilation;
- Water supply;
- The electricial supply;
- Drainage;
- Feed supply;
- Manure management;
- Forage and feed storage facilities;
- Feed production facilities;
- Machinery and equipment storage facilities;
- Staff facilities.
The conceptual design might include various options for the recomended solutions. In this case, the proposed design should also include a comparative cost-benefit analysis of the proposed options.
- Develop a calendar plan of activities for a team of architects and for a construction team in order to meet the project’s critical milestone dates, to align the time required for receiving permits and for executing the actual construction as well as for making the target commissioning date.
- Present and discuss the concept design developed with the farm (the management team, the team of the architects and the construction team) and with dairy experts in order to choose the design which meets the business and functional requirements agreed upon and which are optimal from the point of view of production, sustainability and financial efficiency; agree upon the final concept design with the farm and with the dairy experts;
- Develop the precise drawings, specifications and the other supporting technical documentation required to receive formal approvals of these designs from the relevant Ukrainian authorities and for developing a budget, including:
- Printed and digital final construction drawings;
- Technical specifications;
- Cost estimates (a budget);
- A calendar schedule for the preparatory and construction activities;
These drawings should also include the guidance and specifications for a construction team would need in order to ensure that they could properly execute the construction project.
- Agree upon the developed precise drawings, specifications and any other technical documentation with the farm (the management team, the team of the architects and the construction team) and with the dairy experts;
- If required, meet with the representatives of those Ukrainian authorities providing the required clearances and approvals of the designs and permissions for construction in order to educate them so that the proposed designs and specifications would be approved for construction in Ukraine;
- Provide distant / on-site quality control of critical construction activities and of the interim results until the construction will have been completed by the farm; develop and agree upon corrective actions, if needed / applicable.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
