Ukrenergo’s modernisation plan encompasses a total of 9 designated existing Ukrenergo HV substation sites located in Dnipro Power System of Ukraine.
Description of the procurement:
Private Joint Stock Company ‘National Power Company ‘Ukrenergo’ (hereinafter referred to ‘Ukrenergo’ or ‘the Client’) has received a loan from the European Investment Bank – EIB (hereinafter referred to as ‘the Bank’). The Bank’s financing will be focused on comprehensive works for automation and upgrade of 9 330-750 kV substations in Dnipro power system of Ukraine. The main objective of the project is to increase the reliability of electricity transmission, improving the efficiency of the transmission network and reducing the costs of operating and repairing the TSO substations. The automation of the control processes at the substations will facilitate the parallel and synchronised operation of the power system of Ukraine with ENTSO-E.
The investments will be procured in accordance with the EIB Procurement Guide for projects financed by EIB and this procurement notice.
Ukrenergo and the Bank have now agreed that the assistance of an experienced and reputable consultancy firm or consortium of consultancy firms (the ‘Consultant’) is required to provide construction supervision services as FIDIC Engineer.
The consultant shall be required:
1) To supervise the civil works for 3 contracts (9 substation with voltage class from 330 kV and higher) as the ‘Engineer’ under the FIDIC Conditions of Contract for Plant&Design-Build (First Ed., 1999) Yellow Book;
2) To assist in project management, in particular
(i) by drafting and updating the Project Implementation Plan (PIP) and Procurement Plan;
(ii) by preparing of monthly and quarterly progress reports under the Project in accordance with the client’s requirements;
(iii) by monitoring and reporting on the conditions precedents to all disbursements and covenants effectiveness;
(iv) by reviewing and updating of the provided by the client generic Environmental and Social Management and Monitoring Plan (hereinafter referred to as ‘ESMMPz) according to the Bank requirements.
This contract is expected to be implemented from January 2022 to December 2025.
The consultant’s team shall include the following Key experts (KE):
KE1: Project manager/FIDIC contracts management expert;
KE2: Civil Engineer;
KE3: Civil Engineer with specialisation on technical supervision;
KE4: HV and LV primary equipment specialist;
KE5: Relay protection specialist;
KE6: Substation automation system (SAS) specialist.
The shortlisting criteria are:
1) firm’s previous project experience in construction (or reconstruction) supervision in the capacity of engineer under the FIDIC Conditions of Contract during the last 10 years; firm shall demonstrate that it successfully completed at least two contracts with a minimum value of EUR 2 Mio during the last 10 years; (30 points);
2) firm’s previous project experience in construction (or reconstruction) supervision of TSO projects for 330 kV and higher voltage level during the last 7 years (30 points);
3) firm’s previous experience in projects of similar nature (construction or reconstruction of substations 330 kV and higher voltage level) (30 points);
4) Previous relevant experience on the territory of ENTSO-E member countries (10 points).
Six firms with the highest ranking will be shortlisted.

(b) details of firm’s/consortium’s similar experience and related assignments covering the last 7 years and strictly related to the envisaged services, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives (maximum 15 references);
