Europe and Central Asia (ECA) Region:
The Europe and Central Asia (ECA) region comprises 30 extremely diverse countries, with a population of nearly 500 million people. Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. Furthermore, in the midst of a crisis like the pandemic that we are experiencing now, some of the advanced countries re-engage with the Bank for additional support, including financial. ECA has a strong lending pipeline as well as a large and growing portfolio of Reimbursable Advisory Services. Knowledge is critical to the Bank’s value proposition to client countries in the ECA region in both lending and advisory services.
A predominantly middle- and high-income region, ECA continues to be at the forefront in confronting the numerous development challenges that countries face in the evolving global economy. The region is at the vanguard of building regional connectivity while having to manage the changing structure of the labor market. At the same time, digital technologies are changing the nature of work, populations are aging, and large migration flows have generated social tensions that have contributed to increased political polarization. These emerging trends threaten to reverse the region’s achievements in regional integration, poverty reduction and shared prosperity.
The ECA region is also one of the most vulnerable to climate change. It has a large potential to strengthen climate change resilience and improve energy efficiency, thereby reducing its contribution to climate change. Other important challenges affecting parts of the region include frozen conflicts and domestic political instability.
In February 2020, the COVID-19 (coronavirus) outbreak interrupted the incipient recovery and the impact on growth remains highly uncertain and in a downside scenario of prolonged shutdowns, output in ECA could contract by nearly 8 percent in 2020. The pandemic also poses medium-term risks, particularly if global value chain linkages are lost or if extended school closures have a significant impact on learning, dropout rates, and human capital development.
The near- and medium-term impacts of the COVID-19 crisis serve to re-emphasize the critical importance of ECA’s medium-term strategic agenda on raising productivity and boosting resilience. This focuses on three priority areas:
- Boosting human capital to raise productivity;
- Building solid foundations and resilience for growth; and.
- Enabling markets to achieve high productivity in the private sector.

Country Management Unit Context:
The twin objectives of sustaining economic growth and poverty reduction require a set of policies and reforms to ensure the more efficient use of public resources. Opportunities for more efficient use of public resources in the health sector needs to be identified.
The World Bank supports the efforts of Belarus in strengthening the health system with implementation of Belarus Health Modernization project, Belarus Covid-19 Emergency Response project and technical assistance with Hospital Optimization and Long-term care advisory and analytical work (ASA). Advisory services (ASA) will focus on dialogue support in the debate on the healthcare network optimization reform by sharing good practices and lessons learned from ECA and other relevant countries, laying out the important steps to take and identification of the existing main state and local interventions related to hospital optimization. Hospital sector optimization and restructuring should be based on analytical work focusing on the connection between hospital service delivery and delivery at other levels of care.
The World Bank provides support to Azerbaijan Government’s recent health reforms to reduce out-of-pocket expenditure in health and strengthening its healthcare system to improve quality and efficiency of the system, as well as implement Mandatory Health Insurance program successfully nationwide. Currently, the Bank supports State Agency on Mandatory Health Insurance through E-Health Strategy and Claims Management System Development (ASA), and Nimble Evaluation project (ASA).
The World Bank is carrying out stocktaking assessments of selected Human Development challenges in the education, health and social protection sectors in Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine) to assess the ability of the HD sectors to support people across their lifecycle and mobilize their productive potential; and will support EaP countries identify priorities for reform in the targeted HD sectors through interlinked policy analyses of these sectors and through consultations with relevant stakeholders to inform the governments of the EaP countries. As part of the stocktaking assessments the World Bank will prepare standardized benchmarking of Human Development (HD) outcomes in EaP countries. The benchmarking will require downloading, merging and harmonizing cross-country data, and preparing standardized presentations for each country.
Objective:
The main objective of the Extended-Term Consultant’s task is to (i) Support the health team in implementation of the Belarus Health portfolio (Belarus Health Modernization, Belarus COVID-19 and Hospital optimization and long-term care (ASA); (ii) Coordinate the WB projects in Azerbaijan, and support HNP team through strategic advice, policy briefs and notes, as well as policy dialogue in Azerbaijan and (iii) contribute to preparation of HD report for Azerbaijan, Belarus and Georgia.
Description of Tasks
Under this assignment the consultant will be responsible for the following tasks:
Coordinate a team of experts to implement the WB E-Health Strategy and Claims Management System Development project in Azerbaijan
Coordinate the WB Nimble Evaluation project in Azerbaijan to evaluate different incentives to reduce obesity and smoking for health
Assess Azerbaijan’s, Belarus and Georgia Human Capital Development assessing the country’s healthcare system and health outcomes based on the life cycle approach to produce reports, policy notes and briefs as requested
Advice the Bank team on strategic engagements in Azerbaijan’s health sector
Provide program support to the HNP team in collecting and analyzing data on health sector indicators and trends, with a substantial focus on both financial/budgetary and economic factors
Contribute to the preparation of policy briefs, background notes, assessments and reports, sector strategies, just in time notes requested by the Government and/or Bank management, and presentations in support of policy dialogue and donor coordination, focusing on health care organization, financing and delivery of health services, international benchmarking and best practices, as well on multi-sector strategies and programs to deal with the social determinants of health conditions of the population.
Be in close contact with the Bank technical experts in every stage of the analysis.
Collate and share knowledge on health sector issues relevant to Belarus context:this will involve staying on top of the work done by other national actors, as well as identifying academic and professional articles and reviews relevant to the country.
Provide ad-hoc advice to the TTL and the HNP team on policy changes and strategic direction
Timeframe:
The consultant will report to the Task Team Leader on this task and is expected to work closely with the HNP team. Payment will be made upon satisfactory delivery of the agreed Scope of Work.

Reporting:
The consultant will report to Practice Manager and TTLs responsible for these countries. Close collaboration with other team members is expected to take place throughout the duration of this consultancy.
Selection Criteria
Master’s degree or equivalent in public policy, public administration, medicine, economics or a related field.
Language skills: Fluency in English is required, knowledge of Russian is advantageous.
Communication skills: Excellent professional oral and written communication, including via email, audio/video conference, and face-to-face with Bank and Government officials.
Organizational skills: Ability to work independently, to plan and complete assignments in a timely manner, and report effectively on the work performed.
Computer skills: Ability to effectively use email and Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
Minimum of combined three years’ experience in Bank’s projects implementation.
Experience in performance analysis of healthcare organizations or the healthcare system.
Knowledge of health systems of Azerbaijan, Belarus and Georgia
Experience in working collaboratively in diverse teams and with international partners and Government officials (minimum five years).
Demonstrate client orientation: balance a responsive and proactive approach to meeting client needs.
