Position Summary: The Office of Student Enrollment (OSE) is a fast-paced, multifaceted organization whose workload spans the entire calendar year to manage admissions, enrollment and transfers for students in CCBG funded child care and Pre-Kindergarten through Grade 12 (not including charter schools). The team also oversees policies and processes for citywide Gifted and Talented programs, Public School Choice (PSC) and the Persistently Dangerous School (PDS) transfer process. The Office of Student Enrollment supports the NYCDOE’s core priorities by designing and implementing child care eligibility determinations and admissions policies and processes that provide all students with access to high-quality day cares and public schools.
The Eligibility Case Manager is an integral member of the Family Welcome Center (FWC) team, providing excellent customer service to families seeking assistance with child care eligibility and/or enrollment and admissions-related matters, and handling complex situations in a manner that best assists families. In this role, the Eligibility Case Manager works closely with the Early Learn Supervisor to process applications to enhance and improve current processes to better support and assist families. As a member of the FWC team, the Eligibility Case Manager processes applications and supports the planning, outreach and implementation of events to support child care, Pre-Kindergarten, Kindergarten, Middle School, Gifted and Talented, and High School admission processes, and effectuates enrollment in alignment with these processes. Performs related work.

Key Relationships: Works with families, child care centers, school-based staff, school communities, community-based organizations and agencies.
Responsibilities
Under the supervision of the Family Welcome Center Early Learn Supervisor, with latitude for independent judgment and decision-making, the Eligibility Case Manager’s core responsibility is to process cases and certify eligibility for families seeking/receiving child care subsidies.
Processes eligibility applications for new applicants and recertify continuing services for child care and family day care centers.
Review and certify eligibility of child care cases received from community-based child care programs.
Process, review and determine eligibility for mail-in or electronically delivered recertification cases.
Meets with families who visit the enrollment office, and serves as a resource to families and students regarding child care applications, admissions, enrollment and transfer matters, providing high-quality information and timely responses to inquiries and excellent customer service and support.
Ensure accuracy and compliance with state/local regulations.
Research case file information in ACCIS, scan and index documents using the HRA One Viewer and maintain files in the Control Log.
Facilitates the enrollment of students into and from schools, including transfers; gathers information and assists families with the completion of appropriate applications, forms and supporting documents.
Collaborates with the Borough Enrollment Director in implementing outreach efforts designed to inform families about admissions, enrollment, related events and projects; prepares and delivers presentations and information sessions to staff, community-based organizations, community groups and youth services organizations.
Serves as a community outreach liaison to child care center leadership, principals, school-based personnel, community-based organizations and local community leaders regarding student enrollment issues and concerns.
Assists and participates in student enrollment events, workshops, and information sessions.
Works with the communications team to design, develop, and distribute materials and information needed for community outreach efforts.
Monitors enrollment trends; develops ideas for future events and makes procedure recommendations to the Borough Enrollment Director.
Inputs data in ATS, Student Enrollment Management System (SEMS), STARS, Service Cloud and Myschools to support application processes.
Works closely with the director and other supervisors to make recommendations for process improvements to better serve the needs of students and families.
Works in accordance and is familiar with Chancellor’s Regulations A101 while using the highest ethical standards.
Qualification Requirements:
Minimum
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred
Experience working in the Administration for Children’s Services.
Experience working in the Department of Education and/or educational setting.
Knowledge of ACS’s rules and regulations related to CCBG child care.
Knowledge of the NYC public school system and Chancellor’s Regulations.
Familiarity with the Department’s student portals.
Exemplary ability to work and provide service in a fast-paced, time-sensitive work environment.
Commitment to excellent customer service.
Excellent oral and written communication skills.
Strong interpersonal and organizational skills.
Bilingual proficiency in Spanish or Chinese (Cantonese or Mandarin), or one of the following languages: Arabic, Bengali, French, Haitian Creole, Korean, Russian, Urdu.
History of excellent attendance and punctuality.
Salary: $53,961+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
