Eco-labelling in Ukraine in the framework of the EU4Environment programme
United Nations Environment Programme (UNEP) is looking for an implementing Partner to implement eco-labelling activities in Ukraine

Introduction
UNEP is looking for an Implementing Partner to provide support for promotion of eco-labelling in Ukraine. As part of the EU-funded “European Union for Environment” (EU4Environment) Action, UNEP is leading the component on Sustainable Public Procurement and Complementary Tools.
Consumer information tools – such as ecolabelling – can be used by producers to manage their production processes more sustainably and improve their sustainability performance over time. At the same time, consumer information is a tool for consumers to make informed choices around product purchase, use and end of life.
Under Output 2.3: Sustainable Public Procurement and complementary tools operationalized of the EU4Environment, UNEP is looking for a national implementing Partner to contribute to the delivery of the Activity 2.3.2: Capacity development of business sectors to respond public tenders and access to eco-labelling.
The national Implementing Partner will lead the below-listed activities to promote eco-labelling in Ukraine. UNEP will provide technical and overall guidance and will ensure quality control of products. All work will be conducted in close consultation with the European Commission and the EU Delegation in Ukraine, who will be informed in advance of all activities and invited to open and participate therein. An implementing partner will work closely also with the Ministry of Ecology and Environmental Protection of Ukraine. UNEP will ensure cooperation with other EU4Environment partners (UNECE, OECD, UNIDO and the World Bank) in order to maintain a comprehensive approach on activities implementation.
The engagement of all national actors, including key ministries and stakeholders, ProZorro (online public procurement platform) team, research institutes and academia, civil society, NGOs, EUD and international organizations, is important for successful implementation of the activities for the promotion of eco-labelling. The national implementing partner and UNEP will ensure such engagement through the national consultations, workshops, training, newsletters etc
Activities
All activities presented below will be implemented by December 2021.
Under Activity 2.3.2: Capacity development of business sectors to respond public tenders and access to eco-labelling
Activity 1: Support the update of regulatory framework in the light of harmonization to the EU eco-labelling regulatory framework.
Expected result: provided support in updating regulatory framework.
Activity 3: Revision and update of selected ecolabel criteria taking into account the requirements of Sustainable Public Procurement (SPP) criteria
Expected result: updated eco-labelling criteria
Activity 4: Development of guidance for the application of eco-labeling for public procurers, consumers and companies:
Expected result: guidance on application of eco-labelling developed and disseminated widely
Activity 5: Develop communication material based on the guidance and assessment study to be distributed among different stakeholders to increase their knowledge on eco-labels.
Expected result: developed (and printed/internet format) communication materials on eco-labelling.
Activity 6: Conduct trainings to public procurers and companies on ecolabelling:
Expected result: conducted training on eco-labelling for at least 100 procurers and 200 companies
All activities will be implemented in full compliance with EU visibility requirements. All the products (publication, communication materials, agenda, presentation slides, etc) should comply with EU visibility requirements
Eligibility
This call for expressions of interest is open to any not-for-profit organization, think tank, university or research centre based in Ukraine. Proficiency in English and Ukrainian languages is required.
Previous experience on implementation of eco-labelling related activities and knowledge of eco-labels and eco-labelling systems in Ukraine, European Union and globally are essential.
