Sustainable Public Procurement (SPP) in Ukraine in the framework of the EU4Environment programme
United Nations Environment Programme (UNEP) is looking for an implementing Partner to implement SPP activities in Ukraine

Introduction
UNEP is looking for an Implementing Partner to assist with implementation of the SPP activities in Ukraine. As part of the EU-funded “European Union for Environment” (EU4Environment) Action, UNEP is leading the component on Sustainable Public Procurement and Complementary Tools. Public procurement, which represents up to 20 per cent of GDP in Eastern European and Caucasus countries, offers a largely untapped opportunity to drive businesses and domestic markets towards innovation and increased sustainability. Shifting that spending towards more sustainable goods and services can generate positive social, environmental and economic results such as poverty reduction, improved equity, reduced GHG emissions and increased energy and resource efficiency. Sustainable Public Procurement is thus emerging as a key policy instrument to support sustainable development and leverage an inclusive green economy transition.
Under the EU4Environment programme, UNEP aims to further strengthen the capacity of Ukraine on sustainable public procurement. This will be achieved through the provision of technical assistance, advisory services and capacity development/training to policy makers, procurement practitioners, businesses and business associations, as well as NGOs and other stakeholders.
In light of the above, under Output 2.3: Sustainable Public Procurement (SPP) and complementary tools operationalized of the EU4Environment, UNEP is looking for a national implementing Partner to contribute to the delivery of activities: Activity 2.3.1: Conduct assessments and develop policies for SPP and eco-labelling systems and Activity 2.3.2: Capacity development of business sectors to respond public tenders and access to eco-labelling.
The of activities are built on the results of the EU funded EaP GREEN project, and defined through the status assessment (2020), stakeholder meetings (2020), and consultations with the Ministry of Ecology and Environmental Protection of Ukraine and Ministry of Economic Development, Trade and Agriculture of Ukraine, and the World Bank.
The national Implementing Partner will lead the below-listed activities to promote SPP in Ukraine. UNEP will provide technical and overall guidance and will ensure quality control of products. All work will be conducted in close consultation with the European Commission and the EU Delegation (EUD) in Ukraine, who will be informed in advance of all activities and invited to open and participate therein. The national implementing partner will work also closely with the Ministry of Ecology and Environmental Protection of Ukraine and Ministry of Economic Development, Trade and Agriculture of Ukraine. The national implementing partner will also take account other support provided by the EU to promote SPP in Ukraine.
UNEP will ensure cooperation with other EU4Environment partners (UNECE, OECD, UNIDO and the World Bank) in order to maintain a comprehensive approach on activities implementation.
The engagement of all national actors, including key ministries and stakeholders, ProZorro (online public procurement platform) team, research institutes and academia, civil society, NGOs, EUD and international organizations, is important for successful implementation of the activities and application of SPP. The national implementing partner and UNEP will ensure such engagement through the national consultations, workshops, training, newsletters etc.
Activities
All activities presented below will be implemented in the period of by October 2022.
Under Activity 2.3.1: Conduct assessments and develop policies for SPP and eco-labelling systems
Activity 1: Identification of 2 product categories in consultation with the Ministry of Economy and relevant stakeholders to develop sustainability criteria for public procurement, building on the results of EaP GREEN and other SPP initiatives.
Expected result: 2 new identified product categories.
Activity 2: Development of sustainability criteria for 2 new product categories: following the previous experience within the EaP GREEN project, EU4Environment project will support the development of sustainability criteria for two certain product categories.
Expected result: elaborated criteria for two product categories (report with the description of the criteria).
Activity 3: Elaboration of methodological recommendations on development, adoption, and use of sustainability criteria for SPP for selected product categories (prioritization, market analysis, market engagement, means of verification, expediency of application, method of confirmation of compliance with criteria, etc.).
Expected result: Methodological recommendations (report/description) for possible adoption of sustainability criteria for Public Procurement.
Activity 4: Support in introducing the relevant fields of electronic tender documents into the e-procurement system so that the information on sustainability criteria usage will be further analysed.
Expected result: The relevant fields are inserted to the e-procurement system (technical options of using voluntary sustainability criteria in e-procurement available).
Activity 5: Support in improving (refining) the existing module of Prozorro analytics to enable monitoring and measuring the dynamics of the application of sustainability criteria in public procurement in Ukraine
Expected result: Improved module of Prozorro analytics.
Activity 6: Assist the selected public procurement entities to launch new pilot tenders and assess the results: building on the results achieved in the previous phases and using the SPP tools previously developed (i.e. procurement guidelines and tender documents for prioritized products/services), launch 10-12 tenders covering the prioritized sustainable products and services. Each pilot tender shall be above Euro 100,000 and should address procurement foreseen in procurement plans.
Expected result: launched pilot SPP tenders.
Under Activity 2.3.2: Capacity development of business sectors to respond public tenders and access to eco-labelling
Activity 7: Capacity development for businesses (SMEs) to respond to public tenders with new sustainability criteria: the implementing national partner under the supervision of UNEP, will train SMEs on benefits of SPP and environmentally friendly products so that they are ready and motivated to respond to public tenders with new sustainability criteria (jointly World Bank).
Expected result: Training provided for at least 200 SMEs.
Activity 8: Disseminate communication materials and information on SPP: during the whole period of EU4Environment SPP project, UNEP with assistance of national implementing partner, will promote and disseminate communication materials on SPP with different target groups (Green Economy learning course under EU4Environment)
Expected result: Communication materials disseminated.
All activities will be implemented in full compliance with EU visibility requirements. All the products (publication, communication materials, agenda, presentation slides, etc) should comply with EU visibility requirements
Eligibility
This call for expressions of interest is open to any not-for-profit organization, think tank, university or research centre based in Ukraine. Proficiency in English and Ukrainian languages is required.
UNEP invites all interested potential partners to send their narrative on the implementation of the project’s activities. Previous experience on implementation of SPP related activities and knowledge SPP legal framework and e-procurement ProZorro system of Ukraine are essential.
