Travel: UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Office/Unit/Project Description
Scientific consensus indicates current global greenhouse gas emissions have to be halved by 2030 if we are to stay on-track to achieve the Paris Agreement. That means an ambitious task that requires bold commitments and massive mobilization, amounting to a global cut of 7.5 percent in 2020 and again every year between now and 2030.
Out of the 170 Parties to the UNFCCC that are expected to submit revised NDCs, by the end of 2020 only 75 countries have already submitted. Collectively these 75 countries only represent a third of global emissions, and the level of ambition is far from what is needed.
UNDP’s Climate Promise aims to support global, more ambitious, accelerated transformational climate action by supporting countries to enhance their NDCs in 2021 and beyond, in line with these ambitious goals. The Climate Promise is a promise to ensure that any country wishing to increase the ambition of the national climate pledge is able to do so.
While the world saw some challenges due to COVID-19 pandemic and have put on hold the international climate negotiations, Climate Promise, together with governments, has demonstrated the continued strong commitment to the multilateral process for tackling climate change, and significant progress towards meeting its goals.
We have already agreed Climate Promise work plans with over 118 countries and add to our capacity the partnership of 35 partners, including IRENA, UNEP and FAO, among others, making it the world’s largest offer of support for the enhancement of countries’ climate pledges.
The communications efforts around the Climate Promise will focus on delivering transparent updates on country-level progress, showcasing UNDP’s impact in driving climate ambition, accelerating climate action, mobilizing citizens to raise their voices to call for climate action, and to help countries engage their citizens in the importance of climate action.
Institutional Arrangement: The Regional Climate Promise Communications Specialist for Europe, Central Asia and Arab States region will report directly to the Climate Promise Communications Specialist at HQ. S/he will be part of the larger Climate Strategies and Policy team. S/he will work in a coordinated manner between the UNDP’s Climate Promise communication team, UNDP Europe and Central Asia Regional Hub in Istanbul, UNDP Arab States Regional Hub in Amman, including the Nature Climate and Energy Team (NCE) and Climate Promise regional focal points within those two respective regions, as well as UNDP Regional Bureau Europe and Central Asia (RBEC), UNDP Regional Bureau Arab States (RBAS) and country office comms teams.
Duties and Responsibilities
Scope of Work
- Working in a coordinated manner between the UNDP’s Climate Promise global communication team, Europe and Central Asia Regional Hub in Istanbul, UNDP Arab States Regional Hub in Amman, including the Nature Climate and Energy Team (NCE) and Climate Promise regional focal points within those two respective regions, as well as UNDP Regional Bureau Europe and Central Asia (RBEC), UNDP Regional Bureau Arab States (RBAS) and country office comms teams, to:
track and monitor progress and results across the region that can feed various communication and knowledge products;
share information from Country Offices (COs) on products, results and good practices to showcase at the regional and global level,
share information from HQ and regional hub on guidelines, capacity development resources and dissemination of campaigns/products with COs.
- Propose and implement a regional communications strategy for the Climate Promise, aligned to the Climate Strategies and Policies Team global comms strategy and the regional NCE strategy;
- Providing technical advice on communication activities on the regional and CO levels;
- Initiating, gathering, editing, finalizing multimedia stories (text-based, photo essay, video) from countries (in collaboration with COs) to be shared on various dissemination channels at the country, regional and global levels (e.g. UNDP websites, partner websites, and social media campaigns);
- Supporting capacity building efforts (in the form of trainings, webinars, sharing resources) to develop internal communications capacities of CO teams (eg. Social media, storytelling, visual communications, etc.)
- Support donor-related reporting at the regional and global levels as needed;
- Monitor global communications trends to help UNDP stay ahead of the curve;
- Collect inputs from and support country offices and regional office to feed into HQ’s monthly global newsletter and campaigns;
- Work in collaboration with relevant Regional Office Communications Team to ensure web visibility of the programme at the regional level;
- Liaise with NCE Regional Team Leaders to share information, identify synergies in the communication of the NCE portfolio and support them to communicate climate-related work, as needed.

Required Skills and Experience
Min. Academic Education
Bachelor’s degree in Journalism, Communications or other closely related field.
Min. years of relevant Work experience
At least 4 years of professional experience in generating communications, communication strategies, media operations and advocacy material via various media (i.e. print, video, websites).
Required skills and competencies
Demonstrated substantive experience in knowledge management and packaging of knowledge products;
Direct experience working in Central Asia and/or the Arab States region and communicating about Central Asia and the Arab States context to external bodies
Proficiency and experience with media and social media software, applications and communication tools;
Familiarity with website management, Content Management Systems, digital media and web content creation;
Sound understanding of sustainable development, environmental management issues, climate mitigation and adaptation issues, vulnerability and impacts of climate change and other related cross-cutting sustainable development issues, such as gender and inequalities.
Desired additional skills and competencies
Experience working with UN system, and especially UNDP, and familiarity with UN editorial guidelines and templates, is an asset.
