Organizational Setting
FAO Ukraine is a project management Office headed by the Regional Programme Leader (RPL) under the operational responsibility of the Regional Office for Europe and Central Asia. FAO Ukraine is contributing to the development of national policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
Reporting Lines
Under the overall supervision of the FAO Regional Programme Leader for Europe and Central Asia and the Budget Holder, the direct supervision of the Head of Office and the technical supervision of the Lead Technical Officer and in close coordination with the International Project Coordinator, the Heads of Field Offices and the Field Technical Expert on Fruits and Vegetables Value Chain, the Field Technical Expert on Energy Efficiency and Renewable Energy will be responsible for supporting implementation of energy efficiency measures and renewables at agricultural MSMEs and cooperatives within the fruits and vegetables value chain in the Azov coast districts of Donetsk and Zaporizhzhia regions.
Tasks and responsibilities
Specifically, the Field Technical Specialist on Energy Efficiency and Renewable Energy will carry out the following tasks:
Review the legal and institutional framework of the energy sector in the Azov coast districts of Donetsk and Zaporhizhzhia;
Assess the energy market (demand and supply by energy carriers) in this geographical area, with particular focus on agri-food sector, including the fruits and vegetables value chains;
Assess the potential for renewable energy generation in target regions (biomass, solar, wind, hydro, etc);
Review the supply side of the financial market for energy efficient and renewables investments, including state support programmes, donor-funded projects and commercial loans and identify barriers and risks to financing such investments;
Carry out feasibility studies of the identified technologies and assess their potential for the adoption of these technologies in the agri-food sector, notably for the production of off-season fruits and vegetables;
Identify the factors that drive and constrain the expansion of renewable energy, and provide recommendations for further development in target regions;
Identify key market players and compile the list of local suppliers for energy efficient and renewables technologies;
Conduct sample energy audits in agricultural MSMEs and cooperatives’ sites, and recommend suitable measures and equipment for energy saving and/or generation, both for crop production and food processing purposes;
If applicable, prepare technical specifications and support the procurement of energy equipment for agricultural MSMEs;
Develop and conduct on-line and off-line trainings on energy efficient and renewables measures and technologies for agricultural MSMEs, cooperatives, farmers’ associations and agricultural advisory service organizations;
Provide individual advisory services on energy efficient measures and renewable energy solutions for agricultural MSMEs and cooperatives, as required;
Support the dissemination of information about the energy efficiency and renewables related activities and results achieved through regional and local administrations, agricultural advisory service organizations, web platform, etc.;
Provide day-to-day technical consultancy support and guidance to FAO Field Offices;
Prepare monthly progress reports, including the work progress, problems, recommendations and solutions;
Perform any other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced degree in agriculture, agricultural economics, agricultural engineering, mechanical engineering, electric engineering or another relevant field;
At least 5 years of experience in the field of energy efficiency and/or renewables projects in agri-food sector;
Working knowledge of English and/or Russian;
National of Ukraine or resident in the country with a regular work permit.
