Organizational Setting
The FAO Subregional Office for the Pacific Islands is located in Apia, Samoa and covers the 14 Pacific Island countries. This position will entail working with the portfolio of fisheries projects in the sub-regional office particularly on small-scale fisheries and aquaculture in Samoa and Tonga.
Reporting Lines
The consultant will be under the overall supervision of the FAO Sub-regional Coordinator for the Pacific, direct supervision from the SAP small-scale fisheries and aquaculture consultant, in coordination with relevant members of the SAP fisheries team.
Technical Focus
The consultant will undertake tasks and responsibilities (as presented below) under the following projects:
a. TCP/TON/3801 (Implementing recommendations to strengthen and enhance Tonga’s Special Management Area (SMA) program towards better-managed coastal fisheries resources and empowered, food secured communities); and
b. TCP/SAM/3802 (Implementing recommendations to improve Samoa’s Community-based Fisheries Management Program (CBFM).
Tasks and responsibilities
The consultant will undertake the following tasks (set of activities each for Tonga and Samoa):
- Review and identify data and information system gaps/needs for the respective community-based fisheries management programs, and to develop and/or strengthen integrated data and information systems and processes. This includes, but not limited to:
o Consulting with Tonga and Samoa Fisheries on their needs and incorporating feedback and necessary trials on the systems and processes developed;
o Coordinating any procurement needs that arise from these activities;
o Considering feasible, user-friendly and low/cost-effective systems;
- Develop simple/user friendly standard operational procedures (SOP) on how to use the integrated data and information systems and processes. Specifically:
o For Tonga, incorporate a chapter or section in the SMA manual being developed and as such, work closely with the manual editor and designer in the development and finalization of this chapter or section;
o For Samoa, this will be part of or separate from the CBFM manual being developed (to confirm with Fisheries staff; work closely with the manual editor and designer of the CBFM manual, as applicable)
- Plan and deliver trainings with Fisheries staff on the systems and processes developed;
- Undertake any other activity related to the scope of this ToR, as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in information technology, information systems or a related field;
- At least 5 years of relevant experience in the development of data and information systems and programs (e.g. MS Access, other user-friendly programs and databases), as well as maintenance and troubleshooting (working on coastal fisheries and/or community-based fisheries data and information for Pacific countries will be an advantage);
- Working knowledge of English and limited knowledge of one of the other FAO official languages (French, Spanish, Arabic, Chinese, Russian) for Consultants.
- Experience working with FAO or other UN agencies is an advantage.
