About the Position: This is a Hiring Enhancement Program (HEP) Job Opportunity Announcement. Preferred candidates for this program are former Defense Language Institute Foreign Language Center (DLIFLC) graduates.
Selected applicants will support, teach, and advise DLIFLC students with a focus of one of the following languages: Russian, Korean, and Chinese Mandarin. Selectees will also be utilized as student mentors and role models due to their prior military experience.
Responsibilities
Instructors employ computer skills to organize data and teaching materials.
Instructors teach listening, reading, writing, and speaking skills, as well as geopolitical, economic and social issues, in an immersion based environment.
Instructors integrate technology in the classroom and in homework assignments.
Instructors employ resources such as Smart Boards, the Internet, iPods, and Tablet PCs.
Instructors are expected to stay abreast of current foreign language teaching theories and methods.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Instructor: Any Bachelor’s degree is required, from a regionally accredited institution of higher education (or international equivalent).
If selected, applicants must pass a language proficiency test (Oral Proficiency Interview – OPI) in the Target Language and English.
LANGUAGE EVALUATION: Under the HEP Policy, the minimum English proficiency is a Level 2 in speaking. The minimum proficiency for the language to be taught is a Level 2+ in speaking. If a dialect is required, the minimum proficiency is also Level 2+. The proficiency levels are defined by the Interagency Language Roundtable (ILR) level descriptions and can be viewed at http://www.govtilr.org. Failure of any portion of the language tests will disqualify applicants for a period of 6 months. Applicants may re-apply after 6 months. Upon subsequent selection, retesting is allowed only once. Selectees hired under the HEP Policy have a condition of employment of attaining language proficiency requirements (OPI score 3) within 12 months of appointment.
You must submit a 300-word HANDWRITTEN essay in either Russian, Korean, or Chinese Mandarin. You must also include a 300-word HANDWRITTEN English translation of the essay. Essay topic is how your background, education and training has prepared you to be a foreign language teacher. NOTE: Typed essays are NOT acceptable. The essay is not used to evaluate work experience, only for the purpose of evaluating the language writing proficiency.
You must also provide at a minimum of three professional references with your application packet. Please note: Letters of recommendation will not be forwarded to management, you must provide three professional references; to include name, title, email address and/or phone number.
Experience requirement: Less than one year experience teaching, outreach, scholarship/research, or professional contributions.
SPECIALIZED EXPERIENCE:
Two years of experience in a military occupation specialty which utilizes a foreign language: military linguist, interpreter, intelligence or Foreign Area Officer with a language requirement of either Russian, Korean, or Chinese Mandarin.

Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
Selected individuals are appointed on a full-time, trial appointment with federal service benefits and the initial appointment may be extended for an additional 12 months contingent upon performance, funding and workload. Failing to achieve language proficiency requirements (OPI score 3) within 12 months may result in non-renewal of the appointment.
Upon successful OPI retesting in the target language (attaining a level 3), the selectee may be rank advanced, dependent upon education and experience, to Senior Instructor.
