Primary Purpose
Head of Global Talent Acquisition is responsible for providing leadership of the global talent acquisition function through development and implementation of talent acquisition strategy across the organization and oversight of the talent acquisition function. Working with key internal and external stakeholders including resource point of contacts with verticals and departments, contracting agencies and other organizational leadership, this position identifies resources and develops internal staffing policy and workflows to support the global talent pipelines needed to support rapid global expansion efforts and the deployment of a well-qualified and diverse workforce.
Responsibilities
Identify the priorities and areas of opportunity for global staffing collaboration to expand Emmes’ worldwide offices, with a key focus on leading and clarifying organizational talent strategy; Develops and executes international staffing plans and strategic programs to meet hiring and time to fill goals.
Oversees the Global Talent Acquisition organization to include activities related to attract, hire, and allocate staff throughout the organization in alignment with staffing needs.
Further develop the global talent acquisition organization so that it may serve as the central point for global hiring of all staff by fully supporting staffing needs in all Emmes locations.
Establish corporate talent acquisition process through the creation of policy and procedure (e.g., SOPs) for stakeholders to ensure communication of staffing needs, a universal understanding of roles and responsibilities, and to facilitate the identification and placement of staff in alignment with company goals and objectives.
Conducts strategic staffing meetings with key stakeholders to provide updates on progress towards staffing goals, identify and effectively address barriers and opportunities to strong talent pipelines and prioritize staffing activities in alignment with business objectives; Keep executive leadership apprised of talent acquisition progress through the production of staffing reports and updates.
Provides strategic, globally engaged leadership support; ensures proactive outreach, follow-up, and timely resolution of issues impacting global talent processes.
Identify and analyze key hiring data including time to fill, time to hire, cost per requisition, advertising effectiveness, to ensure the talent acquisition processes aligns with company objectives.
Ensures overall data integrity of the applicant tracking system; compliance trainings, and strategically identifies programs and targeted outreach for attracting an inclusive candidate pool
Assesses, identifies, and recommends strategies to facilitate hiring and collaboration between global office locations.
Works in collaboration with legal counsel and the Human Resources department to ensure compliance with applicable employment law and that best practice is implemented to employ a diverse and inclusive global workforce.
Propose and oversee global talent budget to include personnel, advertising, agency fees, software, and system licenses, etc.
Business Development & Forecasting
Works collaboratively with business development teams, vertical leadership, and internal resourcing points of contact to understand staffing recommendations for proposals, communicates adjustments to domestic and international talent acquisition team members on a routine basis
On a quarterly or as needed basis, carries out adjustments to talent forecasts through routine meetings with stakeholders; adjusts and communicates changes to forecasts
Compliance
Provides policy advisement and oversight of global hiring programs and practices
Communicates hiring goals and manages compliance efforts through developing diverse hiring programs and outreach efforts
Utilizes familiarity of employment legislation pertaining to India, Canada, Europe, and the US including the Equal Employment Opportunity (EEO) and Office of Federal Contract Compliance Programs (OFCCP) government contractor recruitment compliance.
Partners with human resources and talent management to oversee the provision of inputs for required government reporting for India, Canada, Europe, and the US including the Affirmative Action Plan (AAP)
Mathematical and MS Excel competency along with an understanding of qualitative and quantitative metrics with the ability to perform calculations accurately and reconcile numbers.

Experience
Bachelor’s degree in Business Administration, Human Resources, or a related field plus 10 years total of progressive, experience directly managing global talent acquisition activities in a life sciences organization with operations in US, Europe and preferably India.
5 or greater years supervisory experience managing one or more managers with direct reports
Global Professional in Human Resources (GPHR), AIRS Certified Diversity Recruiter (CDR), or a related talent acquisition certification preferred
Experience with an applicant tracking and/or HRIS system required; Taleo Business
Edition, Taleo Enterprise and/or ADP preferred
Demonstrated oversight of the applicant identification and selection process to include interviewing and skills assessment
Knowledge of global labor laws pertaining to the hiring process including in-country salary scales, and standard in-country benefits for multi-national countries including, but not limited to, Canada, Europe, and/or India strongly preferred
Knowledge of federal and state laws applicable to hiring compliance including EEO and OFCCP
Work history implementing strategic programs in alignment with organizational goals; ability to translate strategic vision into actionable results on a global basis a must
Understanding of internal resourcing principals including utilization, capacity management and staff augmentation,
Understanding of human resource principals including succession planning, retention, and diversity and inclusion strongly preferred
Mathematical and MS Excel competency along with an understanding of qualitative and quantitative metrics with the ability to perform calculations accurately and reconcile numbers.
Ability to communicate clearly and concisely both orally and in writing; proficiency in written and spoken English required; fluency in a secondary language including French, Italian, Russian and/or German preferred
Proficiency with virtual meeting platforms including Zoom, Skype for Business, Go to Meeting
