Temporary Exempt (TEX) Appointment
Temporary Exempt Appointments from Civil Service rules pursuant to San Francisco Charter Section10.104-17 serves for a limited term, at the discretion of the Appointing Officer. This Temporary Exempt Category 17 Appointment is limited to two (2) years in four (4) six (6) month increments. Per CSC Rule 114, Article VIII, Sec. 114.44: “Any person occupying a position under exempt appointment shall not be subject to civil service selection, appointment, and removal procedures and shall serve at the pleasure of the appointing officer.”
Who We Are
The Human Services Agency is a department of the City and County of San Francisco and the central resource for public assistance in the City. Our mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco.
HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Disability and Aging Services. The agency retains two commissions and two department heads. The agency also includes the Office of Early Care and Education. Our mission is to promote well-being and self-sufficiency among individuals, families and communities in San Francisco. We provide a safety net for individuals and families by offering income support, community-based living supports, and assistance getting food, housing, and health coverage. We offer programs and services that ensure the protection and safety of children, the elderly and dependent adults. We help people secure employment through training, job search and child care assistance.
Position Overview
Under general supervision, performs a variety of technical duties in the review and determination of initial and continuing client eligibility for public assistance programs.
The 2905 conducts home visit to assist clients apply for Medi-Cal and CalFresh, assists clients to obtain verification, applying Medi-Cal and CalFresh Rules and Regulations to determines clients eligibility, processing applications in a timely fashion and complies with the 30-day deadline, predetermines eligibility on a timely basis, at least annually or more frequently when needed by the client’s circumstances, referrer clients to other community and/or government resources as appropriate, and coordinating with IHSS Social Workers.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
1. Scheduling and interviewing clients in the offices of the Human Services Agency, in the client’s home, or various institutions.
2. Explaining eligibility programs, qualification standards, policy and procedure to clients; assisting clients in completion of applications, forms and reports when necessary; reviewing and evaluate applications for completeness and accuracy; preparing client budget to determine eligibility.
3. Applying legal criteria to determine eligibility; providing recommendations regarding financial eligibility for assistance programs; determining eligibility and grant amount according to established policies and procedures; reviewing and determine re-certification.
4. Preparing case records related to client eligibility information and financial assistance received; updating case records; submitting required reports.
5. Investigating statements and information received from applicant through the use of telephone or written verifications.
6. Investigating and resolving client problems involving non-receipt of benefits.
7. Reviewing cases with supervisor in assessing the quality of the eligibility determination process and procedure.
8. Composing and preparing correspondence to clients, references, and State agencies; gathering statistical data and prepare reports as required.
9. Answering questions and provide information to clients and the general public regarding assigned program area.
10. Referring clients in need of case work services to members of social service staff; may provide limited referrals to resources within the community on matters related to income maintenance; referring clients to appropriate agencies according to established procedures.
Minimum Qualifications
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
Education
Sixty (60) semester units or ninety (90) quarter units from an accredited college or university; OR
Experience
1. Two (2) years of clerical work experience which includes the following: use of computer applications to input and retrieve information; regular public contact to provide assistance or acquire detailed personal or confidential information; and interpreting and applying rules, regulations and policies; OR
2. One (1) year of experience determining eligibility for health and/or social services programs, loans, financial assistance, unemployment or veterans benefits.

Substitution
Thirty (30) semester units or forty-five (45) quarter units from an accredited college or university may substitute for one (1) year of the work experience under experience requirement number #1.
