ADDITIONAL INFORMATION: GEOINT Analysts (Human Geography Linguists) apply expertise in foreign languages to research and analyze sources containing foreign geographic names information, make policy recommendations for the standardization of foreign geographic names, and populate and maintain the Geographic Names Database (GNDB). They methodically examine, compile, and synthesize geospatial data. They monitor their area of responsibility for administrative, political, and infrastructure changes to maintain currency and relevance. They advise the U.S. Board on Geographic Names (BGN) and serve as staff members of the U.S. BGN Foreign Names Committee (FNC).
Human Geography Linguists also use their foreign language skills and cultural expertise to understand how different groups interact and influence each other. Their ability to read and use foreign language is essential to researching points of interest, particularly where the majority of sources are in a foreign language. They are required to consult alternate Volunteered Geographic Information-based sources using native language searches to, for example, identify the name or function of a location in order to determine its potential affiliation. A Human Geography Linguist’s knowledge of the geopolitical dynamics and culture of their assigned region, their ability to speak/read and differentiate between languages, and their understanding of intelligence requirements all together enable them to creatively and significantly impact the Human Geography intelligence mission and the analysis of NGA and the IC.
The Office of Geography, Source Directorate has opportunities for highly motivated, experienced GEOINT professionals to fill analyst positions (Human Geography Linguist work role) that require GIS and an accompanied language and culture skill. At this time, the most needed languages are Mandarin Chinese, Arabic, Korean, Farsi, Dari, Pashto, and Russian. Applicants should be able to speak and write one or more of the languages. The selected candidates will be required to work on teams and in some cases independently to complete assignments. Language and GIS skills will be used daily. You may be asked to complete one or more language assessments in addition to your application. These assessments may include but are not limited to: 1.) SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee’s base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee’s annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Experience with GEOINT Doctrine, GIS Principles, GIS Tools, Geographic Naming Conventions, Georeferencing, Geospatial Production Systems, and producing Geospatial Products.
2. Demonstrated experience with researching or gathering research to develop and write Policy & Implementation Plans for standardized geographic names or to support other human geography requirements.

EDUCATION REQUIREMENT: A. Education: Bachelor’s degree from an accredited college or university in Anthropology, Cartography, Computer Science, Cultural/Foreign Area Studies, Economics, Foreign Language, Geography, Geographic Information Systems (GIS), Geology, History, International Affairs/Studies, Linguistics, Liberal Arts, Meteorology, Planning, Political Science, Social Sciences, Sociology, Urban Studies, or a related discipline that included at least 24 semester hours in Geography or related fields. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in Geography or related fields as shown in option A, plus experience that includes the application of foreign language or linguistics, methods of research and analysis, and/or application of cartographic principles, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience that includes the application of foreign language or linguistics, methods of research and analysis, and/or application of cartographic principles, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
PHYSICAL REQUIREMENT: Near visual acuity of 20/60 or better with or without corrective lenses
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1. Demonstrated familiarity with and use of Foreign Language Reference Guides.
2. Demonstrated experience with cultural geography and analysis.
3. Demonstrated knowledge of international naming conventions & agreements, romanization guidelines, toponymy, translation policy & procedure.
