This position requires language skills in both English and Russian. The job offer will be contingent upon passing test(s) evaluating your proficiency in the bilingual requirements of the position. This position may receive a 5% differential pay based on passing the required language test.

Aging and People with Disabilities (APD), part of the Oregon Department of Human Services, is looking for one Bilingual Russian/English dedicated and compassionate individual to fill the position of a Human Services Case Manager located in the Oregon City office.

ABOUT THE PROGRAM
WHAT YOU WILL BE DOING
This position will match the needs of Aging and People with Disabilities in the community with current federal, state and local programs or other resources that are available to meet those needs. This is done through case management and by screening applicants for long term community-based care and nursing home services. This position will also assess eligibility, redetermine needs, and adjusts benefits and services accordingly. Also, this individual will act as an advocate for clients and aging and persons with disabilities within the community.
WORKING CONDITIONS
Due to COVID restrictions, general case work is currently being completed in a telecommuting working environment. After COVID restrictions are lifted it will be necessary to visits clients, hospitals, nursing homes, APD offices and other providers. A current driver’s license is required.

THIS IS WHAT YOU NEED TO QUALIFY:
Minimum Qualifications:
A Bachelor’s degree in a Behavioral Science, Social Science, or a closely related field;
OR
A Bachelor’s degree in any field and one year of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing);
OR
An Associate’s degree in a Behavioral Science, Social Science or a closely related field AND two years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing);
OR
Three years of human services related experience (i.e., work providing assistance to individuals and groups with issues such as economically disadvantaged, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, inadequate housing).
THE MOST COMPETITIVE CANDIDATE WILL HAVE:
Experience providing case management services for human/social service programs.
Knowledge of local resources and experience referring individuals and/or families to community resources or other agencies.
Experience preparing and maintaining written narrative documentation of the activities concerning individual client cases.
Experience working in a human/social services setting where you interviewed customers to obtain information and determine eligibility .
Bilingual Russian and English language skills and proficiency is required.
