Summary
This position is located in the National and Nuclear Risk Reduction Center Branch (IRM/OPS/MSO/SMO/NRRC) responsible for network services and customer service functions involving technical support of server management and PC peripheral design features, hardware, software, and interoperability requirements, interpretation of operational and technical requirements, and provision of administrative and technical support for its communications facilities.

Responsibilities
Ensures rigorous application of information security and information assurance policies and practices in the delivery of IT products and services.
Provides comprehensive customer support for NNRRC overseas counterparts and domestic Watch Officers.
Oversees and performs all network management functions that include planning, analyzing, designing, testing, configuring, installing, implementing and managing networked systems for transmission of information in voice and data formats.
Defines systems administration requirements, effectively utilizes performance management and measurement tools, methods and techniques and performs systems health checks and evaluations.
Translates incoming messages, as necessary, into English from Russian, and retains translated notifications as documents of record for the U.S. Government.

Qualifications
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving – identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience performing customer service functions that include IT security, document resolution and problem resolution databases, troubleshooting, data analysis and resolution of customer service requests.
Experience configuring, installing, managing, troubleshooting, and maintaining Local Area Networks (LANs), Wide Area Networks (WANs) and Internet and Intranet connectivity and systems.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
AND
Selective Placement Factor: Must have a command of the Russian language to speak, read and write.
