Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
FAO in partnership with the Government of Moldova is implementing the project GCP/MOL/007/GCR “Mainstreaming adaptation into planning process to reduce vulnerability to climate change at local and central levels in Moldova’s Agriculture Sector (Ag. SAP)”. The main objective is to support the Ministry of Agriculture and Food Industry (MAFI) to conduct comprehensive work to ensure climate change adaptation is mainstreamed into planning processes in the agriculture sector, ensuring a gender sensitive approach and the participation of all vulnerable groups.
Reporting Lines
The International Climate Impact and Vulnerability Assessment Specialist will work under the overall supervision of the FAO Representative, technical supervision of the Lead Technical Officer (LTO) of the project and the Climate Finance Specialist of the project, in close collaboration with the National Technical Advisor.
Technical Focus
The objective of the assignment is to undertake climate impact, risks and vulnerabilities assessment in agriculture sector of Moldova and identify adaptation response at sector level to increase climate resilience of sectoral development outcomes. Climate change impact and vulnerability assessment (CCIV) shall provide Ministry of Agriculture and Food Industry of Moldova and its subordinate institutions with solid reasoning for investment response in climate resilience and adaptation, and contribute to growing pool of knowledge about adaptation planning in agriculture sector. Under the overall supervision of the FAO Representative, technical supervision of the Lead Technical Officer (LTO) of the project and the Climate Finance Specialist of the project, in close collaboration with the National Technical Advisor/Project coordinator and national climate impact and vulnerability assessment consultants the international consultant will undertake the following tasks:
Tasks and responsibilities
Provide an overview of already undertaken climate impact, risks and vulnerability assessments in the agriculture sector of Moldova to identify gaps and needs for in-depth assessment of current and future climate impacts under the existing climate scenarios for Moldova (in collaboration with climate modelling experts);
Identify the CCIV assessment methods and approaches that are most relevant for the agriculture sector of Moldova context and effectively meet adaptation and sustainable development outcomes at sector and subsector levels. The CCIV assessment is to be tailored to the needs of priority sub-sectors and aggregated addressing sectoral perspectives.
Clearly define the scope for the spatial, thematic/sub-sectoral and temporal dimensions of the vulnerability assessment.
Develop a CCIV assessment framework based on agricultural direct impact indicators and proxies, representing all relevant factors of the impact chain, with a focus on the socio-economic, demographic, other dimensions in addition to the biophysical ones. To consider the possibility of applying quantitative and qualitative models, participatory approaches or a mixture of the two. Also, to consider the aggregation of the information from different indicators into a composite index, representing a single vulnerability component at sub-sector level.
Prepare an implementation plan that defines tasks and responsibilities for different participants (consultants) and stakeholders of CCIV, as well as the schedule for the vulnerability assessment,
With help of NC/s produce a database containing all the data for analysis of the assessment. Undertake data analysis with visualisation of the results.
Based on identified vulnerabilities, identify adaptation options at sub-sector level. and undertake their prioritization for being incorporated into sectorial and national policy documents.
With the national team’s support, the IC shall engage and participate in virtual (if required, physical) meetings to provide feedback and discuss produced versions of deliverables with relevant stakeholders. Address stakeholders concerns and incorporate recommendations.
The IC will also be responsible for providing the national team with the process-related and methodological guidance throughout the implemented activities.
Perform any other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
A university degree in Agricultural/ environmental or climate sciences or other relevant field;
At least 7 years of experience in the areas related to the climate change, climate change adaptation and mitigation, preferably in agriculture;
Working knowledge of English and limited knowledge of one of the following: Arabic, Chinese, French, Russian or Spanish for Consultants; Working knowledge of English is sufficient for PSA Subscribers;
