Ivan Franko National University, hereinafter referred to as “the Employer”, as beneficiary of the proceeds of a loan borrowed from the Nordic Environment Finance Corporation (NEFCO) by the state of Ukraine, represented by the Ministry of Finance of Ukraine and the Ministry of Education and Science of Ukraine, intends to use the funding towards the cost of Energy Efficiency Improvement of Educational Buildings of the Ivan Franko National University in Lviv (a sub-project under the Ukraine Higher Education Project).
The Employer now invites sealed tenders from Contractors for the following contracts to be funded from part of the proceeds of the financing:
- IFNU Lot 1: Major repair of Dormitory №2 on Medovoi Pechery 39a
- IFNU Lot 2: Major repair of Dormitory №3 on Medovoi Pechery 39
The Employer intends to carry out major repairs to the two dormitory buildings, with the main purpose of improving energy efficiency. This includes thermal insulation of walls and roof, replacement of doors, replacement of the heating system and the elevators, the installation of solar thermal systems for hot water preparation and photovoltaic plants, renovation of toilets, shower rooms and kitchen, and other ancillary works.
The buildings were constructed between 1984 and 1986. Each of them having 12 floors. The gross floor area of each building is 12 434 m2. Estimated duration of the contract is 12 months, with the noise and dust causing work during the summer break concentrated over 4 months. Both dormitories shall be repaired in parallel, in close coordination between the contractor and the employer.
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
Tendering for contracts that are to be financed with the proceeds of NEFCO financing is open to firms from any country.
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the Procurement Notices section of NEFCO’s website (https://www.nefco.org) on 8th May 2020.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: a) the Tenderer, has the financial, technical and production capability and capacity necessary to perform the Contract, and Tenderer’s Average annual turnover over the last 3 (three) years exceeded:
- for IFNU Lot 1: EUR 1 800 000 equivalent;
- for IFNU Lot 2: EUR 1 800 000 equivalent.
In case of a tenderer bidding for more than one Lot, average annual turnover over the last 3 (three) years shall exceed the total value set for the respective Lots above; b) Experience as Contractor, in 5 (five) contracts within the last 5 (five) years, with a cumulative value of at least:
- for IFNU Lot 1: EUR 2 500 000 equivalent;
- for IFNU Lot 2: EUR 2 500 000 equivalent:
All submitted contracts must be successfully and substantially completed and must be similar to the scope of the proposed Plant and Related Works in terms of type and scope of plant and works.
In case of a tenderer bidding for more than one Lot, the total value of all 5 contracts shall be not less than the total value set for the respective Lots above.
c) In case of a tender submitted by JVCA, the leading partner should demonstrate at least 60% compliance with the requirements (a) and (b) above.
d) the Tenderer will be able to carry out warranty obligations;
e) the Tenderer is not bankrupt or under bankruptcy procedures according to the national legislation or regulations;
f) in the case of a Tenderer offering to supply plant under the Contract which the Tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the plant’s manufacturer or producer to supply the plants in the Purchaser’s country.
Upon receiving a written request from prospective Tenderer, the documents will be promptly dispatched electronically in PDF and MS Word format, however, no liability can be accepted for their non-delivery or late delivery. In case of discrepancies between the PDF and Word versions of the document, the PDF version shall prevail.
All tenders must be accompanied by a Tender-Securing Declaration, whose form is provided in the Tender Document.
Tenders must be delivered to the office at the address below on or before November 02, 2020, 13:00, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
