Organizational Setting
The International Plant Protection Convention (IPPC) is an international agreement on plant health with over 180 contracting parties, which aims to protect the world’s cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization (FAO) of the United Nations. The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC’s mandates. The IPPC is also the implementing organization of the International Year of Plant Health (IYPH) with FAO.
Reporting Lines
The Consultant reports Implementation Facilitation Unit (IFU) Lead, in close collaboration with the IC Sub-group on IRSS lead.
Technical Focus
The principal objective to be achieved is to assist the IPPC Secretariat to establish the Implementation, Review and Support System (IRSS) and coordinate IRSS surveys and studies.
Tasks and responsibilities
Manage the technical analysis of IRSS survey data (including collection and analysis of data from various sources)
Collect and analyze surevy data
evelop summary reports on survey results
Provide support on the IRSS priority 1 topics
Support the study on risk based border management
Support the study on the use of diagnostic protocols use by Contracting Parties
Support other priority 1 IRSS topics as necessary
Develop , baseline indicators for the Strategic Framework (2020-2030) in collaboration with the related Focus Group
Follow up on the finalization of the IRSS products
Follow-up on the publication of the Comparative analysis of the 2012 and 2016 IPPC general surveys results
Follow-up the publication of the Pest Free Areas study
Manage the Phytosanitary system component pages
Analyze the data related to the use of the component pages and highlight the trends
Provide guidelines on how to improve the component pages
Follow-up on the updates of component pages in collaboration with the IFU leads
Design surveys in consultation with survey specialist, launch them and compile data on implementation of the IPPC, ISPMs and CPM Recommendations
Designthe Third General Survey in consultation with the survey specialist
Launch the Third General Survey and collect and analyse survey data in consultation with the survey specialist and produce a report.
Provide support to improve the IRSS communications
Help identify major achievements, case studies or examples of activities that could allow better promotion of the IRSS
Summarize the key messages from the IRSS achievements
Provide technical support to the communication officer for the development and implementation of an IRSS Communication plan
Provide technical support for IRSS Meetings and other IPPC implementation activities as needed
Develop the meeting papers of the IC Sub-group on IRSS meeting and the papers for the IC meetings
Attend the IRSS related meetings
Facilitate the discussions of the IC Sub-group on IRSS
Prepare IRSS meeting reports
Prepare the IRSS summary to report to the CPM-16 (2022)
Develop guidance to shift the IRSS to a sustainable system
Prepare the paper on IRSS sustainability for the IC Sub-group on IRSS
Facilitate the discussions of the IC Sub-group IRSS on how to support the IRSS as a “system”
Develop a paper for CPM-16 (2022) summarizing the recommended options on how to evolve the IRSS to a sustainable system
Assist and support the IFU staff with liaison and resource mobilization activities with potential partners
Develop an IRSS resource mobilization plan
Prepare annual IRSS reports and a triannual report
Prepare and finalize the IRSS annual report 2021
Prepare and finalize the IRSS triannual report.
Perform any other duty as requested.
The above activities are envisaged to support the direct IPPC contribution to Sustainable Development Goal 2 (SDG 2): End hunger, achieve food security and improved nutrition and promote sustainable agriculture, as well as SDGs 8, 12, 13, 15 and 17, and to FAO Strategic Objectives 2 and 4.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree in in agriculture (including livestock, forestry and fisheries), agricultural economics, development economics, environmental sciences, business administration, or related field;
At least five years of relevant experience in delivering phytosanitary activities and technical analysis;
Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. Working knowledge of English for PSA.SBS only.

Work experience in more than one location or area of work, particularly in field positions is desirable. Relevance and extent of experience in working with inter-governmental bodies and multi-disciplinary teams. Extent and relevance of experience in phytosanitary systems
Familiarity with monitoring and evaluation processes
Desirable qualifications and skills
Experience in a standard setting organization or a global organization dealing with plant protection is desirable.
